USCIS Awards Civitas Investor High-Unemployment Area (HUA) I-526E Approval for Santa Monica Promenade Project

This marks the initial I-526E petition approval for the Santa Monica Promenade project, a site designated as a high-unemployment area (HUA). Unlike rural areas, projects in HUAs typically do not qualify for expedited processing. Yet, this project reflects a bright spot in the lengthy petition process, as Civitas was able to secure approval in just over a year, a remarkable feat considering that approvals in such scenarios typically take between 18 to 24 months.
The Santa Monica Promenade project reached completion in April 2025, with all EB-5 investments fully secured, indicating that the project is no longer open to new EB-5 investors.
