M-Shine Expands Employment Services to New Areas in Japan

Expansion of M-Shine Employment Services

ManpowerGroup, a leading comprehensive staffing service provider based in Tokyo, has announced an exciting expansion of its permanent employment service "M-Shine". Starting in January 2026, M-Shine will extend its services to Akita, Aomori, and Koriyama in Fukushima Prefecture. This initiative marks a significant step in strengthening support for continuous career development, aiming to provide stable employment opportunities to workers, particularly in clerical positions.

Background of M-Shine's Service Expansion

The decision to expand M-Shine's reach is grounded in the findings of the 2025 Labor White Paper titled "New Principles for Career" released by ManpowerGroup. The report revealed that 32% of respondents chose their career paths based on personal interests and priorities, indicating a trend where workers are proactively shaping their careers amidst diverse work styles and values.

However, this proactive approach is not without challenges. There are often gaps in perception regarding job roles, growth opportunities, and workplace environments, leading to high turnover rates among younger employees. This situation poses a common challenge for many organizations and highlights the need for consistent and appropriate support for career growth post-hire. Therefore, M-Shine is dedicated to offering ongoing assistance and career development avenues to enhance employee retention.

M-Shine specifically targets individuals who aspire to gain experience as clerical professionals within a dual employment model. Employees will work under ManpowerGroup's permanent employment system, which ensures match-making with companies looking for qualified personnel. By fostering skill development among young workers, M-Shine aims to support their career growth and contribute to job creation.

Journey Since 2017

Launched in 2017 in the Tokyo metropolitan area, M-Shine has expanded its services significantly. The program initially served regions including Tokyo, Kanagawa, Saitama, and Chiba. It then ventured into the Kansai area in 2018 and further expanded to Aichi and Miyagi in 2021. As of January 2026, M-Shine will operate in 43 locations across the country, marking a robust growth trajectory.
