Recently, two additional companies - Beams and Toyoshima - joined the collective, further strengthening its vision.

Background and Purpose

The study group was formed as a response to shared logistical challenges, particularly the shortage of drivers that threatens supply chains. The logistical landscape has undergone dramatic changes, with the number of operational trucks in Japan dropped by approximately 35% since 2011. Additionally, the average age of drivers for maritime container transport has risen to 52.6 years, raising concerns about future availability as many drivers approach retirement without sufficient replacements entering the industry.

As transportation costs have risen steadily from 2023 to 2025 and fewer newcomers are entering the market due to low profitability, the study group aims to consolidate resources across competing companies. This approach seeks to build a sustainable domestic transport network that can continue to serve the industry effectively.

Key Initiatives: Joint Transportation Schemes

The group has outlined two primary joint transportation schemes that eliminate unnecessary travel and waiting time in the procurement of overseas goods:

1. Collaborative Transport from Shimonoseki Port: This initiative consolidates imported goods from East and North China at Shimonoseki Port and transitions them via ferry to logistics centers, minimizing the number of vehicles needed and maintaining speed without compromising lead time.
- Vehicle Reduction: Consolidated cargo reduces the number of trips required from four to two, optimizing transport.
- Speed Enhancement: The use of ferries allows for uncrewed transport, significantly cutting down on transport times, achieving a roughly 77% reduction in driver operation hours compared to traditional land transport.

2. Collaborative Transport from Tokyo Port: This scheme permits shared collection of cargo at maritime facilities in Tokyo, allowing for joint deliveries to various logistics centers while upholding lead times.
- Efficiency: Similar benefits as above with large vehicle reductions through cargo consolidation.

Results of Pilot Experiments: Mitigating Driver Shortage

As part of a pilot experiment ongoing since March 2026, the collaborative transport schemes have maintained traditional lead times while optimizing the network. Key outcomes include:
- Driver Operation Hours: The Shimonoseki initiative slashed operating hours by approximately 77%, whereas the Tokyo scheme achieved about 50% reductions compared to individual transport methods.
- CO2 Emissions: Emission reductions show significant environmental benefits, with a 37% decrease from the Shimonoseki route, although the Tokyo route's results remained consistent with prior measures, emphasizing ongoing improvements in load capacities.
