Vacan, a pioneering company focused on connecting people and spaces through technology, will introduce a novel service named 'Anpi Care' at the upcoming CareTEX Tokyo'26 from February 25 to 27, 2026. This service is specifically designed for disaster response within the home healthcare and nursing care sectors. The company, headquartered in Chuo-ku, Tokyo, has been actively collaborating with over 300 municipalities across Japan, especially in disaster prevention areas, to enhance their emergency response capabilities.

Background of Service Development



In recent years, the increase in the frequency and severity of natural disasters has highlighted the urgent need to ensure the safety of elderly individuals and those with disabilities receiving home healthcare services. With many home users finding it difficult to access necessary information or evacuate in times of emergency, establishing a swift and reliable safety confirmation system has become a pressing issue.

In response to this need, starting in April 2024, regulatory measures will mandate home caregiving service providers to draft and implement business continuity plans (BCP), especially concerning natural disasters and infectious diseases. Such measures now also entail potential reward deductions of up to 3% for those without prescribed plans, elevating the significance of this issue in the healthcare sector.

The traditional safety confirmation processes assumed that individuals were gathered in offices or designated facilities. However, this approach often leaves the home users—who are spread out across communities—without adequate mechanisms for safety checks during disasters. Issues such as time-consuming manual phone calls, fragmented information between service providers, and concentrated communication burdens on users and their families are common. There has largely been a lack of tailored services specifically focusing on confirming the safety of individual users.

To address these challenges, Vacan has developed Anpi Care, a safety confirmation service tailored for home healthcare and nursing care.

Anpi Care provides a systematic approach to quickly confirm the status of home users via SMS during disaster events. This system allows for the immediate sharing and organization of responses internally among service providers and relevant stakeholders. One of the major benefits of this service is that it does not require app installation or prior setup—service can commence immediately with just a mobile phone number.

Anpi Care aspires not only to function as a stand-alone tool for service providers but also to serve as a crucial information infrastructure that bridges public assistance (administration) and mutual support (service providers) within community care frameworks. During the exhibition, Vacan will showcase the features and potential applications of Anpi Care.
