The case revolved around allegations against New York Packaging II LLC, more commonly known as Redi-Bag USA, alongside its CEO and owner, Jeffrey Rabiea. The allegations stemmed from deceptive practices concerning the country of origin for bulk importations of polyethylene retail carrier bags (PRCBs) from China.
The U.S. government settled a False Claims Act case where it was alleged that Redi-Bag USA misrepresented the origin of its merchandise, claiming that it was made in Hong Kong rather than China. This deception allowed the company to unlawfully evade significant anti-dumping duties, resulting in an unjust profit structure that not only affected the market but also undermined fair trade practices.
