In Edogawa City, an impressive 62% implementation rate for the Care Plan Data Integration System has been reached as of April 15, 2024. This milestone represents a significant achievement in the advancement of digital transformation within the caregiving sector, especially for municipalities with populations exceeding 100,000. The initiative, supported by Zenko Comprehensive Research Institute, is part of a project aimed at enhancing the utilization of this integrated system. The project began under the “2023 Care Plan Data Integration System Utilization Promotion Support Project” commissioned by Edogawa City, with Zenko Lab focusing on overall project management and administrative reporting, in conjunction with partner NPO Tadakayo. The collaboration has led to the systematic reduction of barriers preventing the implementation of the system in care facilities.

Project Achievements


The project's results have exceeded initial expectations, with a total of 274 support cases completed—significantly higher than the anticipated 200. This includes 256 cases of implementation support and 18 cases of utilization support. The project has effectively established a collaborative foundation among local care providers, demonstrating a promising model for strengthening community ties.

Enhanced Efficiency in Care Operations


A quantitative analysis conducted by Zenko Lab evaluated the operational impact of system implementation. Results from the comparative study of pre- and post-implementation phases revealed several key benefits:
  • - Time Savings: Average monthly reduction of approximately 16.7 minutes in the task of entering scheduled and actual data due to less manual data entry.
  • - Reduction in Analog Tasks: Significant decreases in time for physical tasks such as document delivery (down by 20 minutes), faxing (down by 4 minutes), and mailing (down by 2 minutes).
  • - High Return on Investment: System operation time for care plan integration now averages only 13.4 minutes monthly, affirming a favorable ROI.

Positive Impact on Employee Satisfaction


Surveys conducted among staff members revealed a transformational effect on workplace satisfaction and practices:
  • - Approximately 58% of respondents reported an increase in job satisfaction due to streamlined processes.
  • - About 54% felt their overtime hours had decreased, reflecting a better work-life balance.
