Reviving the Sanjo Chuo Shopping District: A Student-led Initiative
In the heart of Sanjo City, Niigata Prefecture, the increasing number of vacant storefronts and a shortage of business operators pose a significant challenge to local commerce. To counteract this trend, the Toyo Gakuen University is stepping in with an innovative initiative—the Sanjo Chuo Shopping District Revitalization Project, set to commence on August 18, 2026. This program aims to mobilize university students not just as learners but as active participants in the regeneration of their local shopping district.

The Sanjo Chuo Shopping District has seen a decline in foot traffic due to a lack of operational stores and community events that foster sustainable business practices. Despite attempts to create local events, these efforts have not resulted in a continuous cycle of business growth and support. The Sanjo Chuo Shopping District Revitalization Project seeks to turn vacant stores into hubs of production, testing, and community connection. By leveraging the engagement of students, the project envisions laying the groundwork for the future establishment of businesses and local leaders.
Key Features of the Project
1. Active Participation Instead of Passive Observation
In a departure from traditional learning methods, students will engage as proactive participants rather than mere spectators. They will be involved in everything from product development to sales in urban areas, collecting firsthand experience and building a functional business from scratch. 2. The Setting: Sanjo Chuo Shopping District
The initiative will be set in Sanjo Chuo Shopping District, which showcases a blend of long-established businesses and youthful newcomers. Students will work directly with shop owners, benefitting from their insights while applying their own creativity to real-world scenarios.
3. DIY Renovation of Vacant Stores
The project will commence at the former Ogawa Clothing Store, a once-popular local shop. Students will repurpose this vacant space through DIY renovations and transform it into a multifunctional hub for production and testing—essentially a creative lab where they will design and develop new products.
4. A Model of Local Development and Urban Sales
One of the project’s core goals is to create a sustainable cycle: products developed in Sanjo will be sold in urban environments, and feedback will be utilized to refine offerings. This reciprocal relationship between development and commerce aims not only to support the local economy but also to foster a community that can thrive independently.
