NDC Partnership Launches Innovative Climate Investment Tool
In an important development for global climate action, the NDC Partnership has unveiled a new interactive online tool called the Climate Investment Planning and Mobilization Framework (CIPMF). This initiative, backed by contributions from 115 countries, implementing partners, and both public and private financial institutions, aims to assist nations in unlocking and channeling climate financing effectively.
As countries prepare their Nationally Determined Contributions (NDCs) to combat climate change, transitioning from planning to implementation remains a significant challenge. A major obstacle they face is insufficient access to climate financing, a situation worsened by recent shifts in the funding landscape. To address this challenge, nations must establish clear investment plans to facilitate discussions with prospective funders and investors.
Pablo Vieira, the global director of the NDC Partnership, emphasized the complexity and fragmentation of climate finance, making it difficult for countries to access available resources and use them effectively. He stated, “To translate their climate goals into actionable plans and fundable projects, countries need to be strategically prepared to engage financial actors. This involves understanding gaps in knowledge, capacity, and national climate finance planning, as well as coordinated efforts to close these gaps, ultimately unlocking access to public, private, and blended finance.”
The Role and Features of the CIPMF
The CIPMF operates on the principle that achieving effective climate financing necessitates alignment across various government sectors, including planning and finance ministries, national development banks, central banks, and the private sector. The tool empowers countries to articulate their priorities and needs to technical, financial, and investment partners.
Demand for financial support from the NDC Partnership highlights a significant financing gap in the climate action efforts of many countries, especially developing nations. With 90% of these countries seeking some form of financial assistance, the CIPMF will serve as a crucial resource. To respond to these needs, the NDC Partnership, alongside the Green Climate Fund (GCF), first introduced a working draft of the CIPMF at COP28 in Dubai in 2023. This draft leveraged input from diverse stakeholders, including public and private institutions and country representatives, creating a common benchmark to help navigate the complexities of climate investment and strategically mobilize funds.
The CIPMF is a unique online resource describing six essential stages of climate investment planning and resource mobilization. It enables countries to better identify their climate financing needs and gaps, develop funding strategies and project plans, and pinpoint support providers and funding opportunities tailored to their national contexts. Additionally, the framework encourages evidence-based decision-making in line with the countries' stated needs, including thematic priority supplements.

The establishment of the CIPMF is not just a technical measure; it reflects a larger commitment to tackling climate change through collaborative global action. The NDC Partnership represents over 240 members, comprising more than 130 developed and developing countries, along with 100+ institutions committed to transformative climate action aligned with the Paris Agreement, fostering sustainable development across the globe.
