Introducing the LUUP Electric Kickboard Sharing Service in Biei, Hokkaido for 2025

Kickstarting Mobility in Biei with LUUP

In a move to foster sustainable tourism and seamless mobility, the LUUP electric kickboard sharing service is set to relaunch in Biei, Hokkaido, from April 25 to October 31, 2025. Operated by the Tokyo-based company Luup, the service gained popularity last year and is back for a second year, featuring an expanded number of ports to enhance accessibility.

The Mission Behind LUUP

Luup aims to create infrastructure that transforms urban areas into convenient transportation hubs. With a focus on electric micro-mobility solutions such as kickboards and electric bicycles, LUUP serves as an efficient mode of transport for daily commutes, school runs, shopping trips, and even sightseeing adventures. The establishment of designated ports allows for optimal use of local real estate while promoting mobility throughout the community. This service not only eases access to attractions but also promotes a lifestyle that feels like always being in a bustling tourist-friendly area.

The Beauty of Biei

Biei is known for its picturesque landscapes, featuring attractions like the Ken and Merry Tree, Seven Stars Tree, and the enchanting Blue Pond. This charming hillside town has witnessed a surge in tourism, attracting approximately 2.38 million visitors annually as of 2023, including a growing number of international tourists. However, like many popular destinations, Biei faces challenges related to secondary transportation for tourists.

By reintroducing the electric kickboard service, LUUP aims to address issues surrounding mobility in tourist-stricken areas, contributing to regional revitalization efforts. This year, in response to user demand, additional ports are being set up in the Shirogane area, home to the famed Blue Pond, thereby enhancing the ease of movement for visitors.

Accessibility and Convenience

The LUUP electric kickboards are classified as specific small-powered vehicles, allowing riders aged 16 and older to use them without a driver's license. This makes it a convenient transport option for a diverse audience. The kickboards are designed to handle Biei’s rugged terrain, providing a pleasurable ride as users traverse the scenic routes while boosting the area's economic activity through increased exploration.

In this captivating land of hills, not only will visitors enjoy the stunning seasonal views—flourishing potato flowers in summer and vibrant sunflowers in autumn—but they will also find a hassle-free way to discover Biei’s beauty. Utilization of LUUP kickboards integrates a unique element into the travel experience, potentially inspiring its use in everyday life beyond tourism.

Comment from the Local Tourism Board

Masahiro Nishiumi, president of the Biei Tourism Association, expressed his enthusiasm regarding the service's return. He observed, _“As summer unfolds over the vast fields, we witness a mesmerizing blanket of colors—a sight that continues to attract tourists. However, traffic congestion during peak tourist seasons has become more pronounced, especially around the Blue Pond. We anticipate that the reintroduction of the LUUP kickboard sharing service will alleviate transportation inconveniences and enhance the overall experience for visitors.”_
