Bridging the Digital Skills Gap for Global Economic Growth



A recent report published by GSMA Intelligence in collaboration with Huawei highlights a critical issue affecting more than a third of the world’s population—specifically, that 38% of people remain offline despite having access to mobile broadband. This phenomenon largely stems from a lack of digital skills, confidence among users, and literacy in artificial intelligence (AI).

The report, titled "Bridging the Divide Enhancing Digital Literacy in the AI Era," sheds light on the staggering global implications of this skills gap. It is estimated that addressing this gap could contribute approximately $3.5 trillion to the global GDP by 2030, with over 90% of that growth benefiting low- and middle-income countries. Current statistics reveal that while 96% of the world's population can access mobile broadband, a significant portion is still digitally excluded due to skill shortages.

AI: A Double-Edged Sword



Artificial intelligence has emerged as a pivotal factor in enhancing both access to technology and the risks associated with its usage. AI-driven tools, such as speech assistants and applications utilizing image, audio, and video formats, offer support to users with limited literacy skills, allowing them to bypass traditional text input. However, these technologies also introduce increased demands for critical thinking and safety to navigate the digital landscape securely.

The research warns that in today’s environment, individuals must possess a solid understanding of data privacy and the ability to recognize dangers like fraud and deepfakes. The World Bank's data indicates that proficiency in Generative AI represents the most valuable skill set, with wage premiums reaching up to 36%, significantly outpacing returns from both digital and conventional AI skills.

Unless targeted measures are implemented to enhance foundational digital education, the rapid adoption of AI is likely to perpetuate existing inequalities—even in regions with full network coverage.

Mobile Classrooms and Digital Skills Initiatives



Digital inclusion initiatives typically focus on populations most at risk of exclusion, including rural communities, children and teachers in remote schools, the elderly, and women and girls. The report underscores the necessity of community-level implementation models and cites Huawei's "Skills on Wheels" initiative as a proven example. This program includes solar-powered mobile DigiTruck classrooms, which bring hardware, connectivity, and hands-on AI literacy training to regions lacking traditional infrastructure.

Since its launch in 2019, the Skills on Wheels program has reached over 130,000 people in 21 countries, with many community members benefiting indirectly from the training. Encouragingly, DigiTruck trainers motivate participants to share their newly acquired skills within their families and broader communities. According to a report by Kenya's Ministry of Information, Communication, and Digital Economy, 79% of DigiTruck participants have disseminated their skills to others.

Call to Action for Policymakers



To bridge the skills divide, the report urges policymakers, telecom operators, and technology providers to collaborate on four key priorities:
1. Establish practical AI knowledge, online safety, and information verification as national baseline qualifications.
2. Implement multilingual speech and conversation interfaces for public services to minimize technical barriers for users.
3. Scale up mobile learning units through cross-sector partnerships that integrate operator connectivity, vendor technology, and local NGO networks.
4. Measure effectiveness based on users' task completion and fraud resilience rather than the number of participants.

Tim Hatt, Head of Research and Consultancy at GSMA Intelligence, states, "Digital literacy cannot be defined by static thresholds anymore. Connectivity alone is not sufficient; skills, system design, and trust must evolve together. To seize this trillion-dollar opportunity, stakeholders need to embed layered AI literacy directly into the daily lives and work of individuals through trusted community channels."

Gavin Allen, Executive Editor-in-Chief at Huawei, adds, "Mobile classrooms have proven incredibly valuable in helping underrepresented groups break down physical and psychological barriers to technology. We will continue to work with local governments and industry partners to promote digital literacy and ensure no one gets left behind in our transition to an AI economy."

This autumn, the DigiTruck program will debut in France, targeting cities in the Île-de-France region and focusing on digital skills training for low-income and disadvantaged communities. The full report can be accessed through the GSMA Intelligence research portal.
