Japan System, a leader in system development and digital transformation (DX) assistance for municipalities and private companies, has successfully completed a significant trial project with Miyazaki Prefecture. This collaboration aimed to streamline the auditing process of social welfare facilities by implementing an integrated audit and inspection management system. The project's impressive outcome revealed a total reduction of approximately 2,050 hours in administrative tasks, marking a significant step towards operational efficiency in local government.
Background of the Project
Miyazaki Prefecture has been proactive in promoting digital government initiatives to meet the increasingly sophisticated needs of its citizens despite limited personnel and resources. This project served as a vital component of these efforts, aiming to establish a data collaboration platform — the Audit System — that connects the prefectural government with businesses to streamline workflows and enhance service delivery to citizens.
Overview and Results of the Project
The demonstration project utilized the Audit System to verify workflow efficiencies in areas that previously consumed considerable time. The primary focus was on the audit and inspection of facilities providing support for people with disabilities, covering the project period from November 2024 to March 2025.
1.
Reduction in Creating the List of Audit-Destined Facilities (Estimated 275 Hours Annually)
Typically, the creation of this list involved labor-intensive manual data processing across various departments within the prefecture. Staff had to manually consolidate data from different sources to generate the list, which was estimated to take around 275 hours each year. The new system significantly shortens this process to a quick upload of a CSV file, completely streamlining the procedure.
2.
Streamlining the Compilation of Audit Results (Approximately 1,790 Hour Reduction Annually)
Traditionally, collating preliminary documents with onsite audit results was a daunting task that consumed approximately 5,120 hours. However, with the introduction of the Audit System, inputting documents into the system for centralized management automatizes report generation, which has resulted in a reduction of around 35% in time spend on this task.
3.
Efficiency in Communication with Facilities
The project demonstrated that the system simplifies communication with facilities significantly. The simulation showed that notifying businesses, validating addresses, and reducing mailing expenses could be automated, effectively saving time and preventing any oversight in auditing selected facilities.
Future Development of Japan System
The outcomes of this initiative have reaffirmed Japan System's commitment to supporting the digital government transformation and operational efficiency in municipalities. The insights gained indicate that similar strategies could be applied to periodic audits and inspections in other sectors, including firefighting, healthcare, pharmaceuticals, sanitation, childcare, and nursing. The company is set to continue its mission to enhance DX initiatives in both local governments and private enterprises.
