According to findings from Hyland's 2026 Digital Maturity Index, a comprehensive study that surveyed 3,000 IT decision-makers across Europe, there is a striking paradox at play. While the overall digital maturity score in Europe rose by six points to reach 69 out of 100, the critical infrastructure that supports AI, namely content services, has seen a troubling decline. This segment's maturity score fell by 13 points, marking it as the only category to experience a downturn amid an otherwise thriving digital landscape.
A staggering 54% of companies acknowledge that their data is too scattered and complex to utilize AI reliably. This fragmentation causes not only inefficiencies but, according to the report, results in millions of euros wasted on stalled innovation pilots. Nearly 57% of businesses are facing roadblocks in their innovation initiatives, attributing these slowdowns to the poor state of their data management practices.
Fragmented Data: A Cloud Over Innovation
The observations drawn from the survey highlight a critical miscalculating trend regarding priorities in technological advancements. While an impressive 15% of businesses now integrate AI across their systems—a leap from just 2% in 2025—this progress is undermined by systemic issues related to data management. Nearly 60% of companies reported struggling with content silos that curtail access to critical information, further creating bottlenecks that hinder innovation.
Moreover, 50% of organizations admit their systems are poorly interconnected, slowing down innovation processes. In Germany, this percentage rises to an alarming 64%. Despite 42% of companies claiming to have migrated everything possible to the cloud, only 9% have a fully federated content management system in place. This leaves a vast majority—91%—without a solid foundation for governance and data security, effectively crippling their digital transformation efforts.

Companies in the UK lead Europe with a score of 74 out of 100 in digital maturity, demonstrating how prioritizing foundational infrastructure enables quicker integration of innovative tools and better responsiveness to trends. Conversely, the Nordic countries lag behind, scoring only 67 out of 100, with a worrying number of companies still relying predominantly on paper-based documentation.
