NAVIS and WINZ plus Join Forces to Address Japan's Caregiver Shortage

Addressing Japan's Elderly Care Crisis through International Collaboration



In response to Japan's rapidly aging population, the merging of NAVIS and WINZ plus marks a pivotal moment in the expansion of caregiving resources. With quality caregiver talent increasingly becoming a national priority in Japan, the Japanese government is pursuing strategies to secure reliable sources of skilled professionals. Meanwhile, countries such as India and others in Asia are experiencing a demographic bonus and are actively looking to create employment opportunities for their youth.

In this transformative context, NAVIS, under the leadership of Kohei Nakajima, is spearheading an international human resource initiative that focuses on the intersection of language, education, and career. This newly consolidated entity is reshaping the framework for developing and receiving caregiving talent from Asia to Japan, despite existing challenges in the job market.

Structural Integration and Branding Refresh



As of March 2025, NAVIS completed a full acquisition of Staff Plus, a company specializing in staffing for the caregiving and welfare sectors, thereby rebranding itself as WINZ plus. With headquarters in Tokyo and Kohei Nakajima at the helm, WINZ plus is positioned as the core company within the NAVIS HR Group. It will focus on developing a collaborative network with local agencies to facilitate multi-national deployment of caregivers from countries such as India, Nepal, Myanmar, Mongolia, Sri Lanka, and Indonesia.

Project with SOMPO Care for Indian Caregivers



WINZ plus has also embarked on an exciting project with SOMPO Care to train and welcome Indian caregivers. This initiative, set to launch in 2024 in partnership with the National Skill Development Corporation of India (NSDCI), aims to enhance the capabilities of these caregivers through local training and preparation for employment in Japan. As the registered support organization in Japan (Registration No. 21 登-005989), WINZ plus will provide comprehensive assistance, including support with visa acquisition, placement coordination, and settlement assistance.
