On April 27th, Toshima Ward held a signing ceremony at the ward office, partnering with six private companies: Animate Inc., Sunshine City, Taito Corporation, Tokyo Tatemono Co., Ltd., PARCO, and Bic Camera. The agreement aims to utilize street monitors and digital signage during disaster situations to deliver crucial information effectively to those stranded and unable to return home.
Background of the Agreement
In response to the reassessment of potential damages from major earthquakes, particularly in the Ikebukuro area, the Tokyo Metropolitan Government estimated that over 26,000 individuals might find themselves stranded in this area. Therefore, it has become imperative to establish enhanced measures to manage such situations effectively. This partnership defines necessary actions for private companies, ensuring rapid information dissemination while maintaining safety and not obstructing rescue operations during emergencies.
As part of the agreement, if a disaster occurs within the ward, not only the ward's facilities but also digital displays owned by private enterprises will be used. This aims to facilitate the swift guiding of stranded individuals toward temporary shelters and provide vital information promptly.

Miyuki Takagai, the mayor of Toshima Ward, stated, “This project was initiated following suggestions from community members in FY2024. We could achieve this signing ceremony today thanks to the cooperation of businesses around Ikebukuro Station.
