Positive Learning Program: A New Era in Japanese Education
The Positive Learning Program (PLP) aims to revolutionize how we approach education in Japan through a collaborative effort led by the Junior Chamber International Japan (日本青年会議所 or Japan JC). On June 21, 2025, Japan JC hosted the PLP implementation presentation meeting at Tokyo Gakugei University, marking a significant milestone in educational reform.
This initiative, born out of the 2025 New Education System Creation Conference, has partnered with Tokyo Gakugei University, Kaname Project Co., Ltd., the National Network of Free Schools (NPO法人フリースクール全国ネットワーク), and Benesse Educational Research Institute. The focus of the PLP is to nurture each child’s unique qualities and talents through a tailored educational approach.
Addressing Contemporary Challenges
The education system faces several contemporary challenges, including the diversification of learning styles, specialization of content, and a lack of qualified educators. The PLP addresses these issues by encouraging local businesses and adults to become involved in education, thereby acting as learning companions for children. This innovative approach employs generative AI to facilitate deeper learning experiences.
The presentation meeting also highlighted the results from pilot programs conducted at various educational institutions across Japan. Among the participants were several notable schools:

During the meeting, attendees exchanged views on the rewards and challenges of engaging in children’s education. There was an emphasis on how non-educators can effectively support learning. Discussions also shed light on the essential role that local communities must play in participating in children’s education.
