Orange County Chooses Oracle's AI-Driven Cloud Suite for Public Services Enhancement

The County of Orange in California, the sixth-largest county in the United States, has taken a significant step toward modernization by selecting the Oracle Fusion Cloud Applications Suite. This move is aimed at transforming its finance and human resources operations, ultimately to improve the delivery of public services to its community of over three million residents and 74 million annual visitors. With an extensive annual budget exceeding $9.5 billion and operations spanning 34 cities, the efficiency and effectiveness of its processes are paramount.

The decision to adopt Oracle's integrated suite of applications was made after an in-depth evaluation process, guided by the County's Auditor-Controller's office. The existing on-premises systems were highly customized and challenging to maintain, which hindered resource allocation and operational efficiency. By transitioning to Oracle Fusion Applications, Orange County is poised to streamline processes, reduce costs, and fully leverage the capabilities of embedded AI technology.

Andrew Hamilton, Auditor-Controller of Orange County, emphasized the importance of this decision, highlighting Oracle’s ability to support the county's vision of enhanced transparency, efficiency, and accountability in financial management. "Oracle was clearly the best choice to help our County establish a foundation for long-term innovation," Hamilton remarked. This new infrastructure will not only facilitate better resource management but also drive fiscal responsibility and improve the quality of services provided to constituents.

The suite includes Oracle Fusion Cloud Enterprise Resource Planning (ERP) and Fusion Cloud Enterprise Performance Management (EPM), allowing the county's 22 departments and agencies to automate financial processes, enhance reporting, and gain deeper insights into operational performance. Additionally, the implementation of Oracle Fusion Cloud Human Capital Management (HCM) will optimize HR operations, catering to over 19,000 employees by enhancing staff experiences and expanding workforce management capabilities.

Addressing the challenges faced by local governments, particularly in the context of rising costs and increased demands from constituents, Steve Miranda, Oracle's Executive Vice President of Applications Development, underscored the need for modern solutions. "Local government organizations like Orange County face rising costs and growing constituent demands that need to be fulfilled by an increasingly lean workforce," he stated, pointing out that outdated systems create inefficiencies and added workloads.

The county's implementation of Oracle's applications is set to redefine operational standards in local governmental innovation, ultimately looking to enhance the quality of life for residents. This significant development will be overseen by Deloitte Consulting, an Oracle PartnerNetwork (OPN) member, known for its expertise in cloud strategy and implementation.
