Introducing the JEAP-Approved Employment Support Advisor Training Program for People with Disabilities

Launching the JEAP-Approved Employment Support Advisor Training Program

The Japan Employment Support Promotion Organization for People with Disabilities (JEAP), located in Mitaka, Tokyo, has established a new training program aimed at fostering a sustainable environment for individuals with disabilities in the workforce. This initiative, known as the JEAP-Approved Employment Support Advisor Training Program, was created in light of the increasing need for skilled personnel in the employment support sector.

Scheduled to begin in late August 2025, the training program will be open to member companies, allowing them to enroll their employees as they seek to develop skilled advisors in disability employment support. The initiative aligns with the growing statistics regarding the employment of people with disabilities, reflecting a more inclusive workforce.

Background and Objectives

According to the Ministry of Health, Labour and Welfare, the total number of individuals with disabilities in Japan has reached approximately 9.36 million and continues to show an upward trend. Recent amendments to the Employment Promotion Law for Persons with Disabilities have also raised the legal employment rates for people with disabilities—2.5% by April 2024 and 2.7% by April 2026.

Identifying the necessity for increased employment opportunities, the JEAP aims to provide effective solutions through various services such as satellite offices and indoor farms. Founded by six companies committed to promoting employment for people with disabilities, JEAP believes that it is vital to enhance the quality of support provided to disabled individuals. This prompted the creation of the training program, which will cultivate the necessary skills for professionals in the field.

Training Structure

The training program, conducted through e-learning over approximately three months, is designed to illuminate the importance of quality support for individuals with disabilities. Upon completing the program, employees will be assessed by a Certification Examination Committee led by experienced professionals in labor-related fields, including social insurance labor consultants and legal experts. Successful candidates will receive certificates confirming their qualifications as advisors.

On September 3, 2025, a press conference was held, led by Kenji Nishimura, the Representative Director of JEAP and also the CEO of Start Line Corporation. During the event, Nishimura elaborated on the rationale for establishing the training program, the challenges within the industry, and the future plans for enhancing employment support.

Continuous Support and Commitment

Recognizing the crucial role that quality support plays in the successful employment of individuals with disabilities, JEAP is fully committed to not just training support workers, but also to empowering them with confidence and motivation to excel in their careers. As part of its initiatives, JEAP will continue its dedication to facilitating the sustainable development of disability employment.

JEAP will remain a vital organization focused on ensuring compliance with labor laws and optimizing business operations related to disability employment. With this training program, JEAP seeks to inspire a future where individuals with disabilities have equal access to employment opportunities that align with their capabilities—thus fostering a truly inclusive society where diverse ways of working flourish.

Conclusion

With the establishment of the JEAP-Approved Employment Support Advisor Training Program, the Japan Employment Support Promotion Organization proves its dedication to improving conditions for individuals with disabilities in the workforce. The future looks promising as organizations continue to prioritize inclusive hiring practices and create professional development opportunities in this critical area.
