A recent pilot initiative named "Metaverse Roles × Recompass" aims to enhance accessibility to administrative services through AI-enabled avatar consultation agents. The project orchestrated by DNP and Hexabase brings together various municipalities to test and evaluate the feasibility of this innovative approach.
Project Goals and Achievements
The primary goal of the pilot project is to implement an AI avatar consultation agent within DNP's "Metaverse Roles" platform, which is designed to streamline administrative processes. Along with this, an AI counselor from Recompass was integrated, enabling a more personalized and accessible help desk experience for residents.
The project engaged participants from seven municipalities, allowing both residents and municipal staff to experience the new AI consultation environment. During the course of this initiative, the needs and expectations associated with the AI agents became increasingly evident, suggesting substantial potential for improvement in the delivery of public services.
Implementation Overview
The project’s execution was conducted in DNP's virtual space, the Metaverse Roles, from March 11 to March 25, 2025, completely free of charge for participants. Access was made seamless as anyone could log in via their computer or smartphone web browsers, eliminating the need for application downloads.
Hexabase’s Role
Hexabase played a crucial role by designing and implementing the AI counseling system, contributing to user experience improvements seamlessly integrated within the project environment. Their expertise facilitated the quick establishment of a proof of concept (PoC) environment, enabling a smoother assessment of user usability and needs.
Key Outcomes
Throughout the duration of the project, the virtual consultation space attracted a significant number of visitors, with 105 individuals attending and 75 specific cases presented for consultation. The user demographic comprised 55% women and 45% men, predominantly in their 40s, highlighting a balanced usage of the service across different genders and age groups.
The round-the-clock availability of the consultation services was well-received, noting commendable engagement rates not just during business hours (9 AM to 5 PM), but also in the early mornings, evenings, and even on holidays.
Consultation topics extended beyond divorce and marital relations to various sectors like workplace issues and parenting, with divorce-related inquiries being the most frequent.
Feedback from Users and Municipalities
Feedback obtained through surveys revealed insightful evaluations and highlighted existing challenges faced by users. Participants praised the program for its ease of use, especially appreciating the anonymity it provided along with 24/7 accessibility. The relaxing atmosphere within the metaverse consultation space was noted positively, as well as the supportive demeanor of the AI agents.
Municipal representatives echoed similar sentiments, confirming the benefits of engaging residents who may shy away from traditional methods of consultation such as in-person visits or phone calls. They emphasized how this initiative could forge new connections with underserved populations while realizing the concept of digital transformation in municipal services.
