Enhancing Public Safety through Drone Operations

On August 21, 2025, the Japan Unmanned Aerial Vehicle License Center (JULC), a registered training organization under the Ministry of Land, Infrastructure, Transport and Tourism, signed a memorandum of agreement regarding drone operations with the Ehime Prefectural Police and Agsas Co., Ltd., which provides training services in Ehime. This collaboration aims to utilize unmanned aerial vehicles (UAVs) effectively in investigative activities related to incidents and accidents, thereby contributing to the safety and security of the local community.

Objectives of the Agreement

The primary goal of this agreement is to establish a close partnership among the three organizations to streamline and expedite investigative operations using UAVs. By leveraging drone technology, the initiative aims to enhance real-time response capabilities during emergencies, ensuring public safety more efficiently.

The collaboration signifies JULC's commitment to respond accurately and rapidly to requests from the Ehime Prefectural Police. The center plans to develop a robust framework for effective and safe drone operations, exploring operational methods while continuously enhancing piloting skills. This dedication aims to improve both the reliability and effectiveness of unmanned aerial technology in the region.

JULC's Role in the Initiative

As Japan’s premier training organization for UAV piloting, JULC offers a range of programs leading to state certifications, including the Unmanned Aircraft Pilot Skills Certificate (both first and second class). What sets JULC apart is its use of user-friendly training materials, specifically tailored for participants with experience in government agencies, supported by instructors who possess hands-on drone operation backgrounds.

Through this partnership, JULC will provide its expertise in piloting techniques to enhance the flight skill quality of drone operators.
