Luup and Hokkaido Police Promote Electric Scooter and Bike Safety Awareness

Luup's Safety Awareness Campaign with Hokkaido Police

Luup, headquartered in Shinagawa, Tokyo, is at the forefront of addressing urban mobility challenges with its mission to create a metropolitan infrastructure that promotes accessibility. Since 2020, the company has been rolling out its micro-mobility sharing service, LUUP, which encompasses electric scooters and electric-assisted bicycles. This initiative aims to establish reliable transportation for the first and last mile, enabling everyone to move freely through urban environments.

On October 15, 2025, Luup joined forces with the Hokkaido Police Headquarters Traffic Planning Division and the Sapporo Central Police Station to raise awareness about traffic rules essential for operating electric scooters and bicycles. This community engagement initiative emphasized the importance of adhering to safety regulations and acquiring appropriate riding skills. With approximately 60 service ports currently active in Sapporo, Luup has become a popular choice for daily commuting, shopping, and other routine travel needs.

The Campaign Overview

The collaboration kicked off with an event held in Sapporo's Chuo Ward, targeting local residents and visitors alike. The event ran from 16:30 to 17:30, taking place at The Residence Sapporo, near South 3rd Street, West 6th Avenue.

During the event, attendees were provided with educational materials, including flyers promoting safe usage of bicycles and specific small motorized vehicles. In addition, to encourage the use of helmets, safety gear was also distributed. Key messages emphasized the importance of agility and attentiveness while sharing the road with other vehicles and pedestrians.

Looking ahead, Luup is committed to continuing its safety initiatives, partnering with local authorities and police to conduct ongoing training sessions. They aim to ensure riders have not only the skills needed for safe riding but also understand the laws regarding the use of electric mobility services.

Seasonal Service Suspension

In conjunction with enhancing safety protocols, Luup has announced the temporary suspension of its electric scooter and bike-sharing services in Sapporo due to expected heavy snowfall. Starting November 17, 2025, these services will be on hold until early April 2026. This decision is crucial to ensure the safety of users during harsh winter conditions.

Luup plans to communicate updates about the service resumption through various channels, including in-app notifications, official social media accounts, and the company website. During the winter break, all port equipment, like signage and bike docks, will be removed and reinstated upon service resumption.

Conclusion

The partnership between Luup and the Hokkaido police is a vital step toward promoting road safety and responsible use of emerging transportation solutions. As cities evolve and embrace innovative mobility options, such initiatives not only pave the way for safer riding experiences but also foster a culture of awareness and respect among all road users. The aim is to transform urban mobility and ensure that all individuals can enjoy the freedom of movement in a secure environment.
