JPI Seminar on Water PPP Implementation in Osaka
On February 4, 2026, the Japan Planning Institute (JPI) will host a seminar in Tokyo featuring Mr. Toshitaka Harada, the Chief of Sewerage Division at the Osaka City Construction Bureau. This event aims to provide insights into the introduction of the Water Public-Private Partnership (PPP) in Osaka, highlighting the features of its comprehensive contractual scheme and discussing future developments.
The Osaka City government's journey began in 2011 when discussions started on revising the management structure of its sewerage operations. In this initiative, a new company, Clearwater OSAKA, was established to manage operations and maintenance of all sewage facilities in the city, including pipelines, pump stations, and wastewater treatment plants. Starting from fiscal year 2022, the city initiated a long-term, 20-year comprehensive private contract with this company, marking a significant transformation in its sewer management approach.
In 2024, Osaka City introduced changes to the contract, incorporating Water PPP into its operations. This seminar will cover the motivations behind this transition, the distinct characteristics of the comprehensive contract scheme, and what the future holds for such initiatives in Japan's urban management landscape.
