China Advocates for Global Integration and Mutual Learning Among Civilizations
As the world marked the inaugural International Day of Dialogue Between Civilizations on June 10, the importance of mutual respect, inclusive development, and cultural exchange echoed globally. This event, established by the United Nations General Assembly in 2024—following a resolution proposed by China and co-sponsored by over 80 nations—comes at a crucial time, amid escalating global tensions and pressing challenges. It highlights the urgency for civilizational dialogue, which is not merely timely but essential.
In a congratulatory letter for the Ministerial Global Dialogue on Civilizations held in Beijing on July 10 and 11, Chinese President Xi Jinping emphasized the necessity for civilizations to transcend distancing and engage through exchanges and mutual learning in a world rife with transformation and turbulence. The two-day gathering, themed "Safeguarding the Diversity of Human Civilizations for World Peace and Development," attracted over 600 guests from 140 countries and regions.
Why did China propose the Global Civilization Initiative? In 2023, Xi introduced this initiative, building on the Global Development Initiative (2021) and the Global Security Initiative (2022). These three initiatives have garnered international support, regarded as important public goods that China offers to the world. Aimed at fostering dialogue and exchanges between civilizations, the GCI seeks to alleviate misunderstandings and barriers, injecting positive energy into human solidarity to confront shared challenges.
Cai Qi, a senior official from the Central Committee of the Communist Party of China, noted in his opening remarks that the GCI, deeply rooted in China's rich traditional culture, has received enthusiastic responses and positive echoes from the global community. He acknowledged that the path toward world peace and development remains long and daunting, calling for collective efforts to explore diverse developmental models, strengthen cultural heritage and innovation, promote cultural and people-to-people exchanges, and establish a diverse and multidimensional global network for dialogue and cooperation among civilizations.
Over the years, China has created numerous multilateral exchange platforms, such as the Asian Civilizations Dialogue Conference and the China-Africa Civilizations Dialogue Conference, and has hosted various activities, including the Year of Exchange Between China and ASEAN peoples and the Liangzhu Forum. These efforts aim to construct a platform for equitable dialogue among different civilizations.
A recent survey conducted by CGTN indicated that respondents widely recognize the importance of civilizational exchanges and mutual learning as a critical driving force for advancing human civilization and promoting global peace and development. They also noted that the GCI has become a broad consensus for addressing global challenges.
How is China implementing the Global Civilization Initiative? Transitioning from a participant in 'dialogue with the world' to a champion of 'global dialogue,' China actively expands cooperative potential between civilizations. Thanks to the collective efforts of China and other nations, rich and diverse international cultural and interpersonal exchanges have become a widely acknowledged phenomenon, fostering mutual understanding and closer ties among peoples worldwide.
From joint archaeological projects with partner countries along the Belt and Road Initiative to various events like art festivals, exhibitions, and the Luban Workshop, these exchanges have yielded tangible results and gained popular acclaim. Currently, China has visa exemptions for 47 countries and transit visa exemptions for 55 countries, facilitating a more comfortable payment and travel environment for incoming tourists.
In his letter to the forum, Xi pledged that China would collaborate with other nations to uphold equality, mutual learning, dialogue, and inclusion among civilizations. He reaffirmed the intention to implement the GCI and construct a global network for dialogue and cooperation among civilizations, aiming to provide new momentum for the advancement of human civilizations and to promote global peace and development.
