Toyokumo's 2026 Survey on Corporate Disaster Preparedness



In a bid to understand the current state of corporate disaster preparedness and safety confirmation systems, Toyokumo Inc., a Tokyo-based cloud service provider, recently conducted a survey involving 111 people responsible for BCP (Business Continuity Planning), disaster prevention, and safety confirmation across companies with 100 or more employees.

Key Findings



The survey revealed several alarming statistics regarding corporate readiness amid modern working styles.

1. Only 31.8% of companies reported retaining more than half of their employees with earthquake experience, indicating a worrying gap in experiential knowledge. Conversely, 62.4% of businesses have less than half their staff with this crucial background.
2. Regarding the timely update of BCP to fit current working conditions, 49.5% stated they have made some updates, but these are insufficient. Notably, 6.3% admitted they have never updated their plans since they were first formulated.
3. The survey identified major challenges in safety confirmation processes, notably the time-consuming nature of response aggregation, which affects 39.3% of respondents, and difficulties in contacting non-responders (38.3%). Notably, 26.2% of respondents pointed out that if the designated personnel are absent, the whole process halts.

Overview of the Findings



Despite the significant time elapsed since Japan's Great East Japan Earthquake, 62.4% of surveyed companies reported having fewer than half of their employees who were knowledgeable about the disaster response at that time. Additionally, 58.9% acknowledged that the lessons learned have become somewhat ritualistic rather than actionable. Most firms conduct disaster drills only once a year (52.3%), yet over half believe that those lessons are not actively applied anymore, reflecting a concerning trend of diminishing organizational memory.

Current State of BCP Updates



When asked about updates to BCP in line with 2026 work modes, 49.5% said they have made some changes, yet these remain largely inadequate. The favored communication method during disasters is internal email (52.3%), surpassing dedicated systems (42.3%). Although a variety of tools have been introduced, 35.5% reported difficulties in tracking the whereabouts of employees working remotely or out of the office. This trend indicates a growing disconnect between traditional operational setups and modern work arrangements.

Challenges in Safety Confirmation Processes



In terms of safety checks during emergencies, 58.9% of companies expressed moderate anxiety about initial response capabilities, with only 23.4% feeling confident in completing these tasks without issues. Significant concerns were raised about the manual processes involved in response aggregation and reminders, highlighting an enduring reliance on analog methods even when technological solutions are in place.

Comments from the Research Team



This survey underscores a troubling pattern where businesses are not adapting their BCP to better fit the diverse working arrangements being practiced today. Moreover, there is a prevalent sense of insecurity regarding manual processes during initial safety checks. The diminishing number of experienced individuals and the rise of remote work challenge existing notification systems and data handling strategies, placing additional pressure on responsible personnel while complicating safety assurances.

Given that disasters can strike unexpectedly, there is an urgent need for organizations to transition away from models overly reliant on individual employees' experiences and skills. By implementing more systemic approaches, companies can bolster their capabilities to effectively protect their employees, regardless of the work environment.
