Survey Results on Food Tax Reduction Proposal Reflect Mixed Reactions from Consumers

Insights from the Japan Consumer Cooperative Union Survey



The Japan Consumer Cooperative Union (known as Nihon Seikyo Ren) has recently released findings from a survey focused on consumer opinions regarding the proposed food sales tax reduction and the associated tax credit system. Conducted between July 1 and July 20, 2026, the survey aimed to gauge member awareness and evaluation regarding these important financial measures ahead of government discussions set for August 5, 2026.

Background of the Proposal



On August 5, 2026, the Japanese government officially decided on a basic policy for introducing the "Tax Credit System with Benefits". The proposal includes a temporary reduction of the food sales tax to 1% for two years starting from fiscal year 2027. This initiative is part of the government's strategy to counter rising living costs and inflation. Given the significance of such policies on household budgets, the survey sought to understand how cooperative members perceived these changes.

Survey Results on Tax Reduction Proposal



In evaluating the proposal to lower the food sales tax to 1%, the results showed a division in opinion among cooperative members. The most common response, chosen by 31.5% of respondents, was "Neither favorable nor unfavorable". Other responses included: "Somewhat favorable" at 22.2%, "Somewhat unfavorable" at 20.7%, "Unfavorable" at 17.1%, and only 8.5% were fully "Favorable". Collectively, the positive assessments constituted 30.7%, whereas the negative assessments reached 37.8%.

With a total of 918 validated responses, these ratios indicate a significant level of uncertainty and ambivalence regarding the proposed tax changes.

Awareness of the Tax Credit System



When asked about their awareness of the Tax Credit System with Benefits, a notable 32.8% responded that they had "Heard the name but know very little about it", and the same percentage also indicated they "Know almost nothing" about the system. Additionally, 21.7% claimed to have "Some knowledge", while a mere 1.6% said they understood it well. Nearly half of the respondents (47.9%) expressed uncertainty regarding how the Tax Credit System might affect them personally.

The uncertain responses continued, with 28.7% stating they would have "No significant impact", while smaller percentages mentioned beneficial outcomes such as using the grant for consumption (12.4%) or experiencing a reduction in burden (7.4%).

Variations in Evaluation by Awareness Level



Among those who claimed to have "Some knowledge" of the Tax Credit System, 49.5% rated the tax reduction proposal negatively compared to only 27.8% who expressed a positive view. Conversely, respondents who were less informed about the tax credit system showed a seemingly more optimistic perspective, with 33.9% rating it favorably against 28.6% unfavorable evaluations.

These results suggest that understanding of the Tax Credit System directly affects consumers' perceptions of the proposed changes to the food sales tax.

Demographic Insights



The survey also illustrated that awareness of the Tax Credit System increased with age, peaking at 42.5% among those aged 70 and older. Interestingly, the approval rate for the food sales tax proposal was highest among those under 30 years old, totaling 43.4%. This trend indicates younger consumers may view the possible tax reduction more favorably compared to older generations, likely due to differing financial impacts and perspectives.

This survey represents the voices of approximately 1,200 Japan Consumer Cooperative Union members of varying ages, reflecting a broad cross-section of society.
