PJM Interconnection Names David E. Mills as President and CEO
In a significant leadership transition, PJM Interconnection's Board of Managers has appointed David E. Mills as the new President and CEO, effective May 1, 2026. This appointment marks Mills as the fifth permanent leader of PJM Interconnection, which is recognized as the largest electric grid in the nation.
David Mills brings a wealth of experience and knowledge to this pivotal role. Having served on the PJM Board of Managers since 2021, he became the chair of the Board in May 2025. Prior to his appointment as CEO, Mills held the position of Interim President and CEO since January 2026, demonstrating his capability in leading the organization during a crucial transformation phase.
Mills’ leadership skills and expertise have been widely acknowledged, especially his strategic acumen in the power and natural gas industries. As a former senior vice president of policy and energy supply at Puget Sound Energy, where he also functioned as chief strategy officer, Mills has a demonstrated history of effectively navigating complex energy challenges. Moreover, his background includes crucial roles at the U.S. Department of Energy’s Bonneville Power Administration (BPA), providing him with a broad perspective on energy policy.
Expressing his appreciation for the board's confidence, Mills stated, "I truly appreciate the trust the Board and PJM staff have put in me to lead this organization as we navigate the unprecedented supply and demand challenges our region and country face." He emphasized that reliability would remain PJM's guiding principle as the organization strives to connect with its members and policymakers amid an ever-evolving energy landscape.
Mills holds a Bachelor of Science degree in economics from Portland State University and is certified by the National Association of Corporate Directors (NACD). He will resign from his voting member position on the Board while continuing to serve non-voting as President and CEO. In his absence as chair, board member Paula Conboy is designated as chair-elect and will lead until the annual election set for May 15.
PJM Interconnection, established in 1927, is responsible for ensuring the reliability of the high-voltage electric power system serving an impressive 67 million people across parts of 13 states and the District of Columbia. By managing and coordinating the operation of about 88,417 miles of transmission lines, PJM facilitates a competitive wholesale electricity market and focuses on regional transmission improvements crucial for maintaining grid reliability. Notable savings from PJM's operations amount to around $5 billion annually, underscoring its significant impact on the energy sector.
As Mills steps into this leadership role, he is tasked with not only addressing current challenges but also steering PJM into an innovative future, taking advantage of opportunities that arise within the rapidly changing energy market.
