In a significant move for urban accessibility, the
Kobe Universal Tourism Center (Kobe UTC) and
WHILL Inc. have announced the launch of a rental service for near-distance mobility devices that can be operated without a license. This initiative aims to improve the mobility and accessibility for tourists navigating the picturesque yet challenging terrain of the Kobe area, renowned for its diverse attractions spread across various elevations. Launching on
September 9, 2023, this service will initially be available at the
Kamo Meria Central Terminal and will expand to other locations as demand grows.
Recently, the Kobe area has benefitted from various redevelopment projects under the waterfront development plan, including renovations of
Meriken Park, upgrades to the
Port Tower, and the inauguration of the
G-Lion Arena. Alongside these improvements, public transport options such as the
Port Loop shuttle bus and the
Kobelin bike-sharing scheme have been established to enhance connectivity in the region. However, issues still arise for individuals with physical limitations, particularly the elderly, making them hesitant to utilize public transportation or visit due to the steep inclines present in the area.
Addressing these moving concerns, the introduction of the WHILL mobility service is a timely response to the growing demand for accessible tourism solutions. Market research estimates that alleviating these transportation challenges could expand the nationwide
Universal Tourism market to around
42 million, which is 1.5 times the current scale, indicating a steady growth trajectory fueled by an aging population projected to continue through 2035.
The WHILL Model F, specifically chosen for its compact design that allows easy folding for transportation, caters to individuals of varying ages and abilities. This device effortlessly travels at the pace of walking and can be operated with one hand, making it convenient for families or companions exploring Kobe’s harbor area, as well as nearby neighborhoods like
Sannomiya,
Motomachi, and the sloped
Kitano district.
Notably, Kobe UTC enhances its offerings by providing manual wheelchairs at multiple sites around
Motomachi and
Kobe Harborland, alongside issuing universal information pamphlets and offering consultations for travel-related inquiries such as accommodation, sightseeing, mobility assistance, and more. The goal is to ensure a comprehensive and inclusive accessibility environment, allowing everyone to move comfortably and confidently throughout the area.

Pricing: 4,400 JPY per day (tax included), 11,000 JPY for a 2-day rental (tax included)
Reservation Method: Reservations can be made by phone or email, same-day rentals are possible if available.
Operating Hours: 10:00 AM – 5:30 PM
User Requirements: Weight limit of 115 kg, feet must be able to touch the footrest when seated, and users must demonstrate adequate attention for safe operation.
