The appeal is assessed via a combination of 30 evaluation criteria, separating resident and non-resident perspectives.

The ranking evaluates residents' satisfaction through 12 categories, including quality of life and building satisfaction, along with happiness and intent to stay. Non-resident evaluations include their experiences, recognitions, hopes, and general ratings across 18 criteria. Using the average of rankings derived from these measurements provides a balanced representation of each prefecture's overall appeal. The rankings focus on the top 40 prefectures, omitting those ranked 41 and below to celebrate the most desirable living areas.

1. Fukuoka Prefecture Leads the Way
Fukuoka Prefecture has secured the top position in the appeal ranking for the fourth consecutive year, showcasing its consistent allure. Residents rate it third overall for satisfaction, while it ranks first among non-residents who express a desire to work and live there. Notably, Fukuoka excels in administrative services (2nd in assessments) and various other categories, making it a compelling choice for many.

2. Kanagawa and Tokyo Follow Suit
In the runner-up spots, Kanagawa Prefecture has captured second place for three consecutive years, while Tokyo holds the third position for two years straight. While Tokyo's residents give it high ratings for satisfaction, its perception among non-residents is less favorable, particularly for factors like safety and affordability.

3. Tourism Appeal of Prefectures
For tourism, Hokkaido, Okinawa, and Kyoto were again ranked as the top three, with Hokkaido retaining the top position for wanting to visit. These areas appeal not just due to natural beauty but also culinary offerings and cultural heritage, directly influencing visitor interest.
