Enhancing Inbound Tourism: Lotsful's Collaboration with Ota City Businesses

In a bid to strengthen its inbound tourism initiatives, the part-time job matching service, Lotsful, has announced a partnership with Ota City and the local shopping district association. This collaboration aims to improve experience programs tailored for foreign tourists and group travelers, commencing from the fiscal year 2024. Under the vision of "Working and Smiling Together," which embodies the ethos of Persol Innovation, Lotsful will kickstart this project by recruiting part-time talent as of June 27, 2025, who will play a crucial role in strategizing promotional activities and shaping sales strategies.

Since initiating the Inbound Support Project in 2021, Lotsful has engaged part-time workers to help solve local issues predominantly centered around shopping streets in Ota. The focus for 2024 will pivot to creating and promoting experiences specifically designed for foreign tourists, paving the way for a more sustainable and autonomous operation for local businesses, particularly those in industries such as small manufacturing. The expected outcome of the project is to enable businesses to manage their own inbound strategies effectively while driving forward sales and operations.

The initiative's second phase in 2025 builds upon the insights gained from previous years. It aims to establish a system where local businesses can independently cater to tourists and execute well-defined promotional strategies through smart renovations and updates to marketing materials. Lotsful plans to broaden participation, ensuring that a diverse range of local enterprises like small factories are included in the support scheme.

The initiative emphasizes hands-on operational support, ensuring that strategies lead to actual sales and provide practical outcomes rather than theoretical concepts. Last year, four stores benefitted from the program, and this year, each store will receive tailored support designed to promote self-reliance and sustainability.

Furthermore, the project intends to refine the existing manuals to enhance efficiency while collaborating with online travel agents (OTAs), thus facilitating more effective outreach and sales strategies. The goal is to see that the experience offerings, which are passionate and rooted in local culture, align with the desires of inbound tourists.

Insights from Local Leaders

Yasuhiro Ishikawa, head of Ota City's Industrial Promotion Division, commented on the growing demand for experiential activities that allow visitors to engage deeply with the local charm. He noted that last year's initiative laid a strong foundation, and this year they aim to intensify their marketing efforts to bring Ota's valuable experiences to a larger international audience.

Akira Aikawa, President of the Ota Shopping District Association, reflected on the success of the previous year's achievements in creating experience programs and strategizing sales approaches. He sees this collaboration as key to generating value for local businesses and engaging them in the long-term revitalization efforts of Ota City.

Midori Tanaka, representing Lotsful Company, highlighted the project as a cornerstone of collaboration between local governments, businesses, and part-time talents. This upcoming year presents an opportunity to empower local firms to launch sustainable initiatives that integrate external insights alongside internal operations. This is envisioned through comprehensive support that assists in operational continuity and elevates the region's profile.

Supporting Over 2,000 Companies

As of April 2025, Lotsful's platform has supported over 40,000 projects, aiding professionals in diverse fields like business development, marketing, human resources, and more. The program's scalable approach showcases the versatility of part-time work, often conducted remotely, contributing to the flexibility needed in today's job environment. By promoting and integrating part-time talents into business processes, Lotsful is not only enriching local enterprises but also fostering community engagement and tourism growth in Ota City.

This collaboration promises to unlock the potential of Ota's local businesses, driving forward a vibrant tourism narrative while enabling inclusivity and operational sustainability within the community.
