Strategic Partnership Between JP UNIVERSE and Saudi Arabia's Investment Ministry

On September 24, 2025, a significant collaboration was established between JP UNIVERSE, a Tokyo-headquartered company led by CEO Hajime Tabata, and the Ministry of Investment of Saudi Arabia (MISA), headed by Minister H.E. Khalid Al-Falih. This agreement, formalized through a Memorandum of Understanding (MOU), centers on long-term strategic investments and cooperation aimed at boosting the development of original games originating from the Kingdom.

The signing ceremony took place during the Japan-Saudi Expo Investment Forum, part of the Japan World Expo scheduled for 2025 in Osaka. This initiative positions Saudi Arabia as a central hub for game development not only in the MENA (Middle East and North Africa) region but also on a global scale. The agreement outlines a collaborative effort to advance AAA game development, enhance skill development, and stimulate industry growth in the country.

This project is anticipated to serve as a flagship model aligned with Saudi Arabia's Vision 2030, a strategic framework aiming to diversify the economy and reduce reliance on oil. Through this partnership, JP UNIVERSE seeks to contribute significantly to the Vision by integrating Saudi Arabian culture into its original game development at the newly established cutting-edge game studio, SA GAMES Inc., based in Riyadh. The aim is to position the Kingdom as a major player in the next-generation entertainment and creative industry sector.

The establishment of SA GAMES Inc. is a key element of this collaboration, designed to foster the development of games that resonate with the local culture and aspirations. By focusing on original game content developed in Saudi Arabia, this venture not only enhances the gaming landscape but also creates employment opportunities and accelerates the growth of the entertainment sector.

The cooperative endeavor has been made possible with the support of various organizations, including Japan’s Ministry of Economy, Trade and Industry, the Japan External Trade Organization (JETRO), the Japan Center for Middle Eastern Economic Cooperation (JCCME), and the International Game Developers Association incubation working group.
