China and South Korea Boost Cooperation in Women's and Children's Welfare Initiatives
Strengthening Ties: Women's and Children's Welfare
On January 8, 2026, a significant dialogue took place in Beijing, emphasizing the importance of cooperation between China and the Republic of Korea (ROK) regarding the welfare of women and children. The discussion unfolded between Peng Liyuan, wife of Chinese President Xi Jinping, and Kim Hea Kyung, the wife of ROK’s President Lee Jae Myung, during a tea meeting. This meeting marked an essential step in fostering a closer bilateral relationship focused on humanitarian efforts.
A Commitment to Welfare
Both first ladies discussed crucial issues such as the interpersonal exchanges between their nations and expressed their concerns regarding the development of women and children. Peng underscored the pivotal role of human relationships in state-to-state interactions and expressed hope that mutual understanding could be enriched through increased encounters between the two peoples. Kim commended Peng's longstanding commitment to the welfare of women and children, affirming her intent to advance bilateral cooperation in these areas.
In parallel to their conversation, the two governments reinforced this commitment by signing a memorandum aimed at protecting children's rights and enhancing their well-being. This agreement, formally enacted by the leaders of both countries, outlines collaborative efforts through political dialogues, personnel exchanges, and capacity-building programs targeting child welfare.
Peng Liyuan's Dedication to Education
Peng's advocacy for women and children has been a central aspect of her initiatives. In 2014, her role as a UNESCO Special Envoy for the education of girls and women was recognized, highlighting her dedication to empowering these groups through quality education. Additionally, in 2023, she launched the initiative "Warm Children's Hearts, a China-Africa Joint Action" with the organization of African First Ladies for Development, aiming to provide health assistance to children across more than 50 African countries.
China's Comprehensive Efforts
China's extensive measures in promoting women's and children's development have set exemplary benchmarks for global progress in these areas. With leading health indicators for mothers and children among upper-middle-income countries, China has received accolades from international organizations. The World Health Organization recognized China as one of the top 10 countries excelling in maternal and child health.
China has also made further international commitments to support women's global development efforts. At the October 2025 World Women’s Summit in Beijing, President Xi unveiled initiatives for the next five years that include a $10 million donation to UN Women and a $100 million contribution from China’s Global Development and South-South Cooperation Fund for projects aimed at women and girls in partnership with international organizations. Furthermore, the initiative includes supporting a thousand "small and beautiful" livelihood programs, inviting 50,000 women to exchange and training programs in China, and founding a global center dedicated to strengthening women's roles.
Acknowledgment of Contributions
China’s efforts have been recognized by international organizations. Amakobe Sande, UNICEF's representative in China, noted that significant strides have been made regarding child welfare improvements in the Global South through various development assistance programs initiated by China. Gertrude Mongella, Secretary-General of the Fourth World Conference on Women, praised China as a critical contributor to the global advancement of women's rights, emphasizing its practical, results-oriented cooperation.
As China and South Korea further their partnership in addressing welfare issues, the collective focus on supporting women and children promises not only to enhance the lives of many but also to strengthen the bonds between their nations—setting a powerful example on the international stage.
