Telangana’s Next-Gen Life Sciences Policy 2026-30: A Global Vision



In an ambitious move to elevate its status in the global life sciences sector, the Government of Telangana, India, introduced its Next-Gen Life Sciences Policy for 2026-30 at the World Economic Forum 2026 in Davos. This strategic initiative aims not only to position Telangana among the top five global life sciences clusters by 2030 but also to attract significant investments, amounting to approximately $25 billion, alongside the creation of 500,000 high-quality jobs.

The policy marks a pivotal shift in focus from mass manufacturing to innovation-driven value creation, establishing Telangana as a comprehensive global hub for life sciences. It emphasizes the necessity for collaboration and cutting-edge research and development, aiming to integrate deeper into global life science value chains. Notable global organizations, including Amgen, Sanofi, Bristol Myers Squibb, and Lilly, have already invested in or expanded their R&D and digital capabilities in Hyderabad, highlighting the state's robust scientific talent and innovative infrastructure.

A Framework for Growth



The Next-Gen Life Sciences Policy outlines key objectives that resonate with current global health trends and needs. According to Telangana's Chief Minister A. The strategy prioritizes advanced manufacturing platforms and cutting-edge science. This encompasses a focus on cell and gene therapies, precision fermentation, and various next-gen modalities. Moreover, the policy aims to bolster the broader ecosystem encompassing clinical research, pharmaceutical services, diagnostics, medical electronics, and digital health. Infrastructure and Investment



Implementation of this vision will rest on world-class infrastructure, which includes the development of a Green Pharmaceutical City and ten Pharmaceutical Villages, along with expansion plans for the Genome Valley and enhancements to the Medical Devices Park. Additionally, a scalable Life Sciences Innovation Fund of up to 1,000 crore Indian Rupees (around 100 million USD) is set to catalyze early-stage and growth-driven innovation, supporting advanced technology projects while attracting private and institutional capital.

To further underpin this initiative, the Telangana Life Sciences School is being established to serve as a global center of excellence focused on research, education, and talent development. This ambition is rooted in a well-connected and mature ecosystem that has evolved over the last two decades, enabling Telangana to transition from a manufacturing hub to a comprehensive life sciences center that integrates discovery research, clinical development, advanced manufacturing, and global operations.

Industry Participation and Global Standing



Currently, Telangana houses more than 2,000 life sciences companies and boasts one of the largest concentrations of FDA-approved pharmaceutical facilities globally. The state supplies about one-third of the world’s vaccine demand and acts as a trusted partner in manufacturing and R&D for leading global life sciences enterprises. Companies in Hyderabad are pivotal in strengthening global healthcare supply chains, particularly in vaccines, complex generics, biological products, and biosimilars.
