Luup's New Educational Initiative for Cyclists
Luup, a company based in Shinagawa, Tokyo, specializing in micro-mobility solutions such as electric assist bicycles and kickboards, has made significant strides in promoting road safety. On March 16, 2023, Luup publicly launched an educational platform aimed at enhancing comprehension of traffic regulations, particularly in light of the upcoming introduction of the blue ticket system for bicycles in April 2026. This initiative is designed to help all road users understand and adhere to traffic rules, reducing the potential for accidents and violations.
The platform, accessible online at
Luup’s Safe Academy, includes various tests that evaluate users’ knowledge of traffic laws. Initial statistics suggest that many participants struggle with questions surrounding notifications of violations, such as penalties for using smartphones while cycling and overtaking parked cars. Alarmingly, there is only a 70% correct response rate regarding serious offenses like driving under the influence of alcohol, indicating a significant gap in road safety awareness among cyclists.
Recognizing that a lack of understanding contributes to accidents and violations, Luup aims to encourage all traffic participants to revisit and reaffirm their knowledge of existing rules. According to Luup’s CEO, Daiki Okai, creating opportunities for education is vital in fostering a safer environment for everyone on the road.
In addition to educational efforts, Luup has initiated an alcohol testing protocol for users of its electric assist bicycles. At designated LUUP ports, customers must undergo a breathalyzer test before their ride. If any alcohol is detected, they are prohibited from starting their journey. This groundbreaking approach marks Luup as the first mobility sharing operator globally to implement such pre-ride alcohol detection for general users, reinforcing their commitment to responsible cycling.
Understanding Road Safety through Educational Content
Luup’s educational content doesn’t just scratch the surface; it addresses the rationale behind the blue ticket system and outlines significant amendments to traffic regulations, as well as examples of infractions and real-life accident case studies. The tests are crafted to deepen understanding rather than simply relying on rote memorization. They incorporate visual aids and clear explanations that promote a comprehensive grasp of the rules of the road.
After completing the tests, participants receive a score that reflects their understanding, categorized into five levels. They are also encouraged to share their results on social media to raise awareness among their peers. Users can retake the tests multiple times, providing them with the opportunity to learn and internalize proper cycling conduct actively.
While providing electric assist bicycles to users, Luup is also focused on cultivating a greater collective consciousness around traffic law adherence across society. The company believes that shared knowledge can help prevent unintentional violations and accidents, contributing to the safety of both users and those around them.
The Future of Cycling in Japan
Luup not only offers electric bicycles but also electric kickboards, maintaining a balanced supply of both modes of micro-mobility. Starting in November 2025, they will introduce electric seat boards equipped with seating and baskets in the Yokohama area. Since its inception in 2018, Luup has aimed to include a diverse range of users regardless of age or gender in their mobility services. They are set to launch a concept model for a three-wheeled, small universal vehicle called
