HKIAAC Marks Its Second Anniversary: A New Era in Anti-Corruption Training



The Hong Kong International Academy Against Corruption (HKIAAC) has recently celebrated its second anniversary, marking significant advancements since its inception by the Independent Commission Against Corruption (ICAC). Over the past two years, the HKIAAC has not only improved its facilities but has also optimized training methodologies and updated its hardware to better serve its mission in combating corruption.

On February 26, 2026, the HKIAAC unveiled the Nexus, a cutting-edge learning center designed to integrate technological innovations into its training programs. This development showcases the Academy's commitment to enhancing global anti-corruption capabilities and fostering collaborative efforts against corruption around the world.

During the launch ceremony, ICAC Commissioner Mr. Woo Ying-ming spoke about the remarkable achievements the HKIAAC has accomplished. He highlighted various initiatives introduced over the past two years, including the establishment of professional training programs that have received positive feedback from participants across different countries. The training courses offered by the HKIAAC have garnered immense appreciation for their content and effectiveness, contributing to the worldwide fight against corruption.

Looking ahead, the HKIAAC is entering a new phase aimed at streamlining its training approach. Rather than providing isolated point-to-point training for individual countries, the Academy plans to facilitate regional professional exchanges. This strategy will allow for intensive training sessions involving multiple countries on the same continent, ultimately maximizing resource utilization and benefiting a larger number of Anti-Corruption Agencies (ACAs) globally.

In its first two years, the HKIAAC successfully organized 43 international anti-corruption training courses, engaging over 5,000 participants from more than 90 different regions. This includes nations involved in the Belt and Road Initiative and members of the Association of Southeast Asian Nations (ASEAN). A key partnership with the United Nations Office on Drugs and Crime (UNODC) has also propelled the Academy's mission, as they work together to integrate artificial intelligence and technology into anti-corruption investigations. This collaboration aims to tackle increasingly complex corruption cases around the world.

Furthermore, the HKIAAC is dedicated to enhancing the integrity of prison systems globally. It has joined forces with the UNODC to compile the "Integrity Behind Bars Guide," focusing on corruption risk management within prison setups. This publication is set to contribute to global prison security and stability efforts.

In addition to practical training programs, the HKIAAC is collaborating with leading experts and academic institutions from across China, Macao, and Hong Kong to advance anti-corruption research. This includes partnerships with prestigious universities such as Tsinghua University and Peking University, focusing on corporate anti-corruption policies and preventative measures within the banking and securities sectors.

Moreover, the Academy has teamed up with the International Anti-Corruption Academy in Austria and the Hong Kong International Legal Talents Training Academy to bolster professional training initiatives.

As the HKIAAC continues its mission, Mr. Woo concluded by reiterating the importance of leveraging Hong Kong's strategic position in the global anti-corruption landscape. The Academy aspires to evolve into a central training hub dedicated to combating corruption, reinforcing international collaboration, and contributing significantly to global anti-corruption efforts. The journey ahead is filled with potential as the HKIAAC aims to expand its reach and deepen its impact in the fight against corruption on a worldwide scale.
