Nihon Kanzai Selected for Kizugawa City Facilities Management



Nihon Kanzai Holdings Inc., based in Chuo-ku, Tokyo, specializes in building management, residential operations, and real estate fund management. Recently, their group company, Nihon Kanzai Co., has been selected as the preferred negotiator in the public proposal for Kizugawa City's comprehensive facility management services, announced on October 3, 2025.

In response to a national directive from 2014 requiring municipalities to formulate a Comprehensive Management Plan for public facilities, Kizugawa City initiated its own plan in 2017, focusing on extending the lifespan, consolidating, and diversifying the use of public facilities. After reviewing this plan in 2023 in line with revised national guidelines, they estimated that facility renewal costs will rise to approximately ¥94.8 billion over the next 40 years. Increased financial burdens and changes in user demands due to demographic shifts have highlighted the need for efficient management structures.

To address these challenges, Kizugawa City conducted soundings-based market research on the comprehensive management of public facilities. Between July and September, they held a competitive proposal process, ultimately selecting Nihon Kanzai Co. for their strong performance, having achieved an impressive score of 882 out of 1,000 during the evaluation phase.

The Necessity of Public Facility Management


In Japan, dealing with the aging of public facilities is increasingly becoming a significant issue. Local governments are faced with ongoing fiscal challenges while anticipating a shift in public facility usage needs due to population decline. Thus, there’s an urgent requirement to understand the overall condition of these facilities, ensuring systematic planning for updates, consolidation, and longevity to alleviate fiscal burdens and optimize facility allocations.

The project overview revealed that eight entities submitted applications, with Nihon Kanzai Co. securing the highest evaluation score. The contract is set for a five-year period, from April 1, 2026, to March 31, 2031, covering 99 facilities including the main office, elementary and junior high schools, nursery schools, and social education facilities.

Nihon Kanzai aims to leverage its expertise for effective management based on the private sector’s know-how while focusing on enhancing the quality and safety of facility maintenance.
