Japan System Corporation's New Project in Tokai City



On October 12, Japan System Corporation (headquartered in Shibuya, Tokyo, and led by CEO Katsuya Matsuno) announced that it has secured a contract with Tokai City, Aichi Prefecture, to implement a significant upgrade to its financial accounting system titled 'FAST Financial Accounting' as well as to digitize internal administrative processes. This operation is set to commence immediately, with the intention of gradually going live by April 2026.

Background and Challenges


Tokai City is actively working to enhance citizen services and increase operational efficiency through digital technologies, aligning with its foundational policy on digital transformation. Despite these efforts, many internal administrative tasks have remained reliant on paper-based decision-making systems. This reliance has hindered not only operational efficiency but also the city's transition towards paperless processes and remote work capabilities.

Recognizing these challenges, Tokai City made the decision to procure this new system with the aim of establishing a digital framework for internal administrative tasks based on electronic approvals.

Japan System Corporation’s Proposal and Future Actions


As part of the awarded contract, Japan System Corporation will not only upgrade the existing 'FAST Financial Accounting' system but also offer consulting services aimed at digitizing internal administration. This involves the introduction of new information systems such as an electronic invoicing system and an electronic decision-making/document management system. Integrating these systems aims to advance the city's transition to a paperless environment and enhance remote working options.

Moreover, the consulting services provided will include conducting thorough assessments and analyses of current operations, developing proposals for business improvements based on these findings, and supporting legislative revisions and decision-making processes. Post-implementation, the company will also offer digital guide services to facilitate user adoption and operational stability.

Japan System Corporation's comprehensive proposal, coupled with its proven track record in Aichi Prefecture, led to securing this contract.

As the project progresses, Japan System Corporation vows to oversee the introduction and integration of various systems while providing advisory services with a view towards future system expansions and integrations.

Collaborating with Other Companies


The electronic invoicing system will feature contributions from AmbiRise Corporation (based in Sapporo, Hokkaido), which has developed the 'Haratte' electronic invoicing system. In parallel, the electronic decision-making/document management system will be supported by the 'ActiveCity Document Management System' developed by Synergy Corporation (based in Ginowan, Okinawa). Additionally, Japan System Corporation will utilize the 'Tech Touch' digital guide service provided by Tech Touch Inc. (based in Chuo, Tokyo).

Understanding FAST Financial Accounting


Japan System's FAST Financial Accounting is a solution designed to enhance the PDCA cycle (Plan, Do, Check, Act) in government fiscal operations, thereby contributing to local government digital transformations. It is tailored to facilitate paperless operations, electronic approvals, invoicing, and data visualization and analysis, ultimately improving operational efficiency and transparency.

This offering has been backing local governments in financial accounting operations for over 40 years, securing adoption from 30 of the 54 municipalities in Aichi and over 280 entities nationwide. Notably, in the Tokyo special wards, 13 of the 23 wards are utilizing this system, reflecting its wide acceptance across diverse jurisdictions.
