The Revolution of Connectivity in Azerbaijan: 'Online Azerbaijan'



In a landmark announcement, Aztelekom, a division of AZCON Holding, in collaboration with Huawei, has revealed that their ambitious broadband connectivity strategy named 'Online Azerbaijan' is close to reaching nationwide coverage. This initiative marks a significant leap toward digital equality, providing nearly 99.7% of Azerbaijan with access to high-speed broadband Internet and digital services.

Transformative Effects of Broadband Connectivity


As a result of this initiative, approximately 3 million households and businesses, including those in major cities and remote villages, now enjoy full access to reliable Internet services. An impressive 2 million of these connections have been established within the past two years alone, benefiting nearly all 10.45 million residents of the nation.

Hasan Omarov, CEO of Aztelekom, emphasized the strategic nature of this investment, viewing it not merely as a technological upgrade but as a pivotal step in reducing digital disparities across the country. Omarov stated, “For the first time, citizens will have equal access to fast and reliable Internet, regardless of their location.” This initiative is also expected to fuel the digital transformation of public services.

Bridging the Digital Divide


'Online Azerbaijan' was launched in 2021 with a clear goal: to elevate average Internet speeds across the nation to 50 Mbps by 2025. This aligns with the government's broader objectives of ensuring digital equity for all. Huawei, under its TECH4ALL program, has played a significant role in this development, helping connect even the most remote villages via a fully optical gigabit fiber network.

Cui Yangyang, Director of Huawei’s TECH4ALL Program Office, stated: “We aim to utilize our technologies to bridge the digital divide, ensuring everyone has access to broadband services, fostering opportunities for every citizen, and enabling them to contribute to the growing digital economy.”

A Rapid Increase in Internet Speed


At the inception of this project, Azerbaijan's average Internet speed was a mere 11.7 Mbps. This figure has skyrocketed to 88.84 Mbps by 2025, showcasing the effectiveness of the extensive deployment of fiber optic infrastructure. This upgrade includes the replacement of outdated copper networks, which has significantly transformed the digital landscape of the country.

Moreover, the country recently surged nine positions in the UN E-Government Development Index, marking its first appearance in the top tier of digital governance in 2025. The project has been recognized globally as a case study in digital infrastructure development, receiving multiple international awards and accolades.

Previously, many rural areas faced severe restrictions regarding modern connectivity and digital services. The introduction of high-speed Internet in traditional remote villages such as Khinalig has greatly enhanced local opportunities. These connections are essential for supporting small and medium-sized enterprises, boosting tourism, and allowing local artisans to share their crafts via livestreaming with a wider audience.

Access to online education has also increased for schools in rural areas, narrowing the digital gap and providing students with learning opportunities comparable to those of their urban counterparts. Alongside online education, the 'Online Azerbaijan' initiative is expanding into telemedicine and smart city projects, further driving technological advancements in every corner of the country.
