Maryland's Ambitious Quantum Initiative



Governor Wes Moore has recently launched an extraordinary initiative aimed at solidifying Maryland's position as a global leader in quantum science and technology. Known as the "Capital of Quantum" initiative, this landmark public-private collaboration is set to catalyze $1 billion in investments that will establish the greater D.C. region as a pivotal quantum innovation hub.

During an event held at IonQ's headquarters—an industry leader in quantum computing partially rooted in research from the University of Maryland (UMD)—Gov. Moore unveiled this initiative alongside UMD President Darryll J. Pines and IonQ's CEO Peter Chapman. The event coincided with the Governor's broader economic growth agenda for the 2025 Legislative Session.

Governor Moore emphasized the transformative potential of quantum technology, stating, "Quantum has the potential to transform every part of our economy and society, from national security to health care." With Maryland's unique advantages in this nascent field, the initiative aims to harness existing partnerships while fostering new investments over the next five years.

The $1 billion funding pool will comprise state funds, federal grants, private investments, and philanthropic contributions. Gov. Moore's proposed budget for FY 2026 earmarks an initial investment of $27.5 million dedicated to this initiative, targeting over $200 million in additional investments from UMD and its partners focused on academic and technical advancements.

An important aspect of the initiative includes the construction of Zupnik Hall, a cutting-edge facility that will cost $244 million, featuring quantum labs within UMD's campus. Once completed, this facility will serve as a critical resource for researchers and entrepreneurs working in the quantum sector.

President Pines expressed gratitude toward Gov. Moore for recognizing the enormous potential offered by quantum technology, asserting, "We look forward to collaborating with the Governor's office and regional partners to ensure that this investment yields lasting benefits for all Marylanders."

Strategic Goals and Developments


The Capital of Quantum initiative sets the stage for UMD to attract some of the best and brightest minds in quantum science, with plans to recruit top-tier scientists and engineers to join the ranks of its already extensive quantum faculty. This recruitment drive will aim to foster groundbreaking discoveries and innovations, positioning Maryland at the forefront of quantum technological advancements.

Additionally, UMD will significantly expand access to the National Quantum Laboratory (QLab) in tandem with IonQ. This facility will offer students, researchers, and entrepreneurs hands-on opportunities to interact with quantum computers and relevant scientific personnel.

The initiative also includes hiring specialized test and evaluation experts to launch quantum-focused projects and develop new structures for the Applied Research Laboratory for Intelligence and Security. This lab stands as one of only a handful of Department of Defense University Affiliated Research Centers nationwide, aligning with national priorities of intelligence and security.

To foster innovation, the initiative will bolster existing Quantum Startup Foundry capabilities, effectively functioning as a business accelerator that offers essential resources for aspiring entrepreneurs eager to commercialize quantum technologies.

Education and Outreach


In concert with these ambitious objectives, UMD is also planning to implement educational and outreach initiatives. These programs will introduce quantum curricula into high schools and develop masters and certificate programs aimed at workforce retraining.

This comprehensive approach underscores the commitment to bolster economic growth and job creation across a multitude of sectors, including construction, software engineering, applied physics, and beyond.
