The Quell Foundation Expands Board of Directors



The Quell Foundation recently announced the addition of three new members to its Board of Directors, effective April 1, 2025. This strategic decision aims to bolster the foundation's ongoing mission to reduce the stigma surrounding mental illness and enhance the accessibility of mental health services.

New Appointees



The new members - Frank G. Frederickson, Dr. Rachel Pauletti, and Dr. Townley Peters - bring a rich tapestry of expertise, each contributing unique insights and backgrounds to the organization.

Frank G. Frederickson


Frank Frederickson serves as a symbol of leadership in the field of public safety, with an impressive 43-year career in law enforcement, including 12 years as Chief of Police. His experience provides a crucial understanding of the challenges faced by first responders, particularly regarding mental health. Frank is an advocate for structural changes that prioritize mental wellness in public service sectors. Currently, he plays a key role as the Director of Governmental Affairs for the Massachusetts Fraternal Order of Police. His contributions extend beyond the police department, as he actively engages in volunteer work for the National Alliance of Mental Illness Cape Cod chapter, focusing on peer support and legislative advocacy. With a Bachelor’s degree in Criminal Justice from Northeastern University and a Master’s from Anna Maria College, Frank’s experience will significantly enhance the foundation’s outreach and initiatives.

Dr. Rachel Pauletti


Dr. Rachel Pauletti is a well-respected educator and consultant with over 15 years in academia. She specializes in strategic planning and data-informed program development, making her insights valuable for The Quell Foundation as it strives to implement evidence-based mental health initiatives. Her role as the National Practice Leader at Forvis Mazars has equipped her with the skills necessary for impactful institutional governance. Dr. Pauletti earned her PhD in Experimental Psychology from Florida Atlantic University, which complements her analytical approach to enhancing university operations and mental health strategies.

Dr. Townley Peters


Dr. Townley Peters, a licensed clinical psychologist, has dedicated over a decade to improving access to effective mental health services. Previously serving on The Quell Foundation's Executive Advisory Board from 2019 to 2025, Dr. Peters has played a pivotal role in shaping the foundation’s initiatives. Her commitment to reducing stigmas associated with mental illnesses aligns seamlessly with The Quell Foundation’s goals. She began her career with the U.S. Department of Veterans Affairs, where she focused on trauma-informed care for veterans and first responders. Holding a Doctorate in Clinical Psychology from the California School of Professional Psychology at Alliant International University, Dr. Peters is board-certified in Dialectical Behavior Therapy and possesses extensive training in various evidence-based therapeutic modalities.

The Quell Foundation’s Mission


The Quell Foundation, based in North Falmouth, is a registered non-profit organization dedicated to tackling the stigma of mental illness. By promoting open dialogues and expanding pathways to support, education, and training, the foundation empowers communities to attain better mental health and wellness.
