A Platform for Innovation

GovTech Tokyo emerged in 2023 as a collaborative initiative aimed at effectively advancing digital transformation across Tokyo, encompassing both the metropolitan area and its municipalities. This conference represents the organization’s commitment to sharing knowledge and fostering dialogue around technological advancements in governance.

The first half of the conference centered on discussions regarding the potential of AI applications in public sectors, drawing context from the AI strategy released by the Tokyo Metropolitan Government in July 2025. Esteemed guest speakers included Professor Yutaka Matsuo from the University of Tokyo, who is at the forefront of AI research in Japan; Kunioki Ooyama from Microsoft, who drives AI transformation in public sectors; and Yuuki Matsumoto from LayerX, who contributed diverse perspectives on the evaluation of the strategy and its outlook.

Key Discussions and Insights

The panelists examined how the AI strategy can shift operational efficiencies within public services and highlighted pertinent initiatives that are already being rolled out. Their discussions are vital for understanding the multi-faceted implications of AI in government operations, paving the way for future innovations and implementations.

In the second half of the conference, the team from GovTech Tokyo presented their in-house project, the “Generative AI Platform.” They elaborated on its design principles, clever implementations, and collaborative efforts with local municipalities to maximize its potential in real-world applications. Notably, they shared practical examples of how this technology is enhancing municipal website operations.
