Argus Expands FuelEU Pricing Suite



On September 1, 2025, Argus Media, a leading global agency specializing in energy and commodity price reporting, announced the launch of new calculated prices aimed at enhancing compliance with the FuelEU Maritime regulation. This suite of pricing provides a detailed breakdown of costs associated with reducing greenhouse gas emissions, a crucial aspect of maritime operations in European waters.

The initiative comes as a direct response to industry feedback received after Argus introduced the world’s first PRA FuelEU abatement prices earlier this year. Specifically, the new prices reflect the cost of compliance, accounting for various factors including the price of EU allowances under the emissions trading system (ETS). With this move, Argus aims to bring additional clarity and transparency to a compliance market that has rapidly emerged since the FuelEU Maritime regulation was enacted in January 2025.

The FuelEU Maritime regulation mandates a progressive reduction of greenhouse gas emissions from ships operating within EU waters. The targets are stringent, starting with a 2% reduction by 2025 and increasing to an ambitious 80% by 2050. To support shipowners and charterers in meeting these benchmarks, Argus’s newly calculated prices will be made available on a daily basis, providing a critical reference point for market participants.

As FincoEnergies adopts the new abatement costs for their compliance solution, they are optimistic about the potential benefits this can offer in aligning costs with market value for FuelEU compliance.

The pricing structure introduced by Argus comprises several elements designed to support the compliance framework, particularly in scenarios where shipowners and charterers seek to navigate the complexities of carbon reduction. The calculated prices pertain specifically to the costs associated with abating one tonne of CO2 equivalent by utilizing alternative fuels such as used cooking oil methyl ester (Ucome) instead of traditional marine fuels like marine gasoil (MGO) or very-low sulphur fuel oil (VLSFO).

Moreover, these new assessments will be retroactive, covering the entire length of the FuelEU implementation period starting from January 2, 2025. Adrian Binks, CEO of Argus Media, highlighted the importance of transparency in keeping abreast of compliance costs, enabling firms to strategize effectively in reducing emissions without incurring unnecessary expenses. The new pricing suite is anchored in Argus's established Ucome market price assessments, regarded as the industry standard for trading in physical and derivative markets across Europe and beyond.

Alongside providing clarity on the compliance costs, these new pricing mechanisms also facilitate strategic decisions for shipowners regarding whether to sell compliance credits, bank them for future use, or pay penalties for non-compliance. Furthermore, charterers can leverage these prices to assess compliance under various contractual agreements, aiding in formulating end-of-contract decisions regarding the buyback or sale of compliance credits.

As the EU continues to enforce regulations that necessitate stringent emissions reductions, the stakes for shipowners have heightened. Those who do not meet the reduction targets face stiff penalties, which adds a new layer of urgency behind the adoption of these pricing insights. The FuelEU compliance mechanism also incorporates a pooling mechanism, allowing shipowners who exceed their reduction targets to sell surplus compliance to others, thus encouraging a collaborative approach to environmental responsibility.
