ASTHO Spring Leadership Forum Calls for $1 Billion Funding Boost in Public Health Infrastructure

ASTHO Members Advocate for $1 Billion Investment in Public Health Infrastructure

The Association of State and Territorial Health Officials (ASTHO) is bringing together health leaders from various states and territories in Washington, D.C., from March 2 to March 5 to discuss vital issues concerning the public health sector. Central to their agenda is a strong push for significant funding aimed at enhancing the nation’s public health infrastructure. ASTHO is advocating for an investment of $1 billion in fiscal year 2027, which would translate to around $3 for every individual in the United States. This funding is deemed essential to support core public health functions such as disease surveillance, laboratory capacity, data modernization, and workforce development.

In a statement highlighting the importance of such federal funding, Joseph Kanter, MD, MPH, the CEO of ASTHO, emphasized the role financial resources play in safeguarding community health across the nation. “Sustained, predictable investments allow health agencies to maintain the workforce, laboratories, and data systems that keep the public healthy and safe,” he stated. The meetings held during this forum will provide a platform for ASTHO members to engage directly with members of Congress and federal agency representatives, underscoring the critical need for continued and stable health funding.

Additionally, representatives from U.S. territories and freely associated states are set to partake in personalized discussions focusing on island-specific health challenges and issues. They will bring attention to the recently renegotiated Compacts of Free Association and touch on crucial topics like territorial Medicaid funding and the caps imposed by Section 1108b on Medicaid funding for these territories. All these discussions underline the pressing public health matters that confront these regions.

Justa Encarnacion, RN, MBA, HCM, the commissioner of health for the U.S. Virgin Islands, remarked, “ASTHO's Spring Leadership Forum offers an invaluable platform for T/FAS health leaders to engage directly with decisionmakers in Washington, D.C. We welcome the opportunity to share island perspectives and collaborate with Congress and federal agencies on shared public health priorities.”

The importance of such an investment in public health cannot be overstated, especially in the wake of the recent challenges posed by public health emergencies. A resilient public health infrastructure is critical for early detection and response to health crises, making these discussions at the ASTHO forum pivotal for shaping the future of health in America.

By advocating for a broader conversation around the funding and development of the public health sector, ASTHO hopes to foster a dialogue that prioritizes health for all communities, ensuring that health agencies are equipped to combat emerging health challenges effectively. As advocacy gains momentum during this forum, the health officials from states and territories will endeavor to bring about necessary changes that resonate with the public health needs of diverse populations across the United States.
