Celebrating a Unified Future in Rail Transport

On May 15, 2026, Southwest Jiaotong University (SWJTU), a leading institution in rail transportation research, marked its 130th anniversary with significant developments aimed at enhancing international railway standards and connectivity within the ASEAN region. The university has established itself as the "cradle of railway engineers" in China and is now forging partnerships to improve cross-border rail transportation.

The prominent celebration at SWJTU's Xipu Campus in Chengdu coincided with the return of the university’s flag, which had traveled across 66 cities, representing nearly 1.3 million alumni. This event was not just a celebration of past achievements but also a launchpad for ambitious future projects aimed at harmonizing railway practices across Southeast Asia.

In collaboration with various stakeholders, including the Lao Ministry of Public Works and Transport and the China-ASEAN Standardization Cooperation and Exchange Center, SWJTU has co-founded the China-ASEAN Railway Interconnectivity Standards Cooperation Alliance. This international consortium is dedicated to improving logistical efficiency by aligning railway operating standards among member countries.

The Alliance's Vision and Goals

The newly formed alliance aims to bridge the gaps in railway standards between China and ASEAN member states, focusing on the development of critical technical benchmarks and a comprehensive standardization framework. One of its primary objectives is to foster education and research initiatives that prepare the next generation of professionals to advance railway technology and establish the Trans-Asian Railway Network.

The groundwork for this initiative was laid in June 2024, during the first International Seminar on ASEAN Railway Interconnectivity Standardization, held at SWJTU. Delegates from China, Laos, Myanmar, and Vietnam emphasized the necessity of integrating railway standards to enhance regional trade and logistical efficiency. Discussions revolved around creating a cohesive framework that not only facilitates compliance but also encourages institutional collaboration for technological innovation.

Key strategies proposed include developing frameworks for mutual recognition of conformity assessments, ensuring that advancements in technology are shared and integrated across the region. Cultural exchange has been identified as an essential component of this initiative, underlining the need to cultivate a skilled workforce capable of navigating the complexities of railway technology. The Growing Need for Standardization

The formation of the alliance emerges from the increasing trade between China and ASEAN nations. Since the establishment of the China-ASEAN Free Trade Area in 2010, trade has surged dramatically, with total trade values reaching 7.55 trillion yuan (approximately $1.11 trillion) in 2025 alone. The significant growth highlights the need for harmonized railway standards that mitigate logistical delays resulting from differing practices.

In Sichuan province, over 3,800 southbound international freight train journeys demonstrate the advancement of logistics corridors, linking inland China to Southeast Asian markets. The China-Laos Railway, operational since 2021, exemplifies successful railway connectivity and has significantly increased trade volumes, with cargo shipments exceeding 18.6 million tons to date.

Without uniform standards, transshipping freight between varying gauge systems remains a challenge, resulting in increased logistics costs and transit times. Experts, including Zhu Minhao, dean of SWJTU's Institute of Traffic Safety Technology, emphasize that technical interoperability is essential for an efficient and sustainable rail system. Therefore, aligning railway standards is crucial not only for preventing logistical bottlenecks but also for improving the overall efficiency and safety of rail transit.

The Path Forward: Building on Success

The established cooperation alliance is grounded in proven models, such as the China-Laos Railway, and aims to replicate this success throughout the ASEAN region. SWJTU’s leadership, highlighted during the inaugural plenary meeting in September 2025, underlines the potential for railway standardization to catalyze closer economic integration and long-term prosperity among member countries.

Efforts will be coordinated through a council consisting of representatives from various sectors, including government, education, and the transport industry, to ensure a multifaceted approach to railway integration. SWJTU’s president, Yan Xuedong, will serve as the rotating chairman of the alliance, steering initiatives that leverage academic research and international collaborations for greater connectivity.
