At the heart of MWC Barcelona 2026, Huawei's Government Public Services Digitalization (GPSD) Business Unit took the stage to announce groundbreaking advancements in the realm of public service delivery. The global mobile conference served as a platform for Huawei to engage with international partners and clients, emphasizing the critical role of artificial intelligence in modern governance.

The event featured a multitude of sessions, including the Global AI+ Public Service Summit and discussions on best practices for integrating AI into public services. Jason Slater, the Chief of Digital Transformation and AI at UNIDO, aptly stated, “AI+ is pushing the boundaries of public services. Establishing effective digital administration goes beyond merely deploying technologies. It necessitates the creation of an interoperable, open system, centered around citizen needs.”

In this context, Saeed Xia, President of Huawei's Global Public Services BU, introduced the Global Intelligent Public Service Solution. This innovative solution is structured around a core framework, comprising a digital foundation, an intelligent platform, and a multitude of industry applications. The primary objective is to streamline public services, making them not only efficient but also user-centric and of high quality. The solution emphasizes data usage and operational efficiency, promising to redefine the way public services are rendered.

Chomparee Chompurat, Deputy Permanent Secretary of Thailand's MDES, highlighted Thailand's commitment to embracing AI as a driver of smart governance. He noted the country’s robust “Cloud First” strategy and its intention to develop a responsible AI integration framework through global public-private partnerships. This initiative aims to secure citizen-centered services while elevating Thailand’s digital hub status within the ASEAN region.

The conference also hosted a significant roundtable discussion featuring over 20 government and industry experts. Participants from Europe, Asia-Pacific, the Middle East, and Africa engaged in meaningful dialogues about national digital transformation, focusing on foundational AI models and data center development.

Key insights emerged during the open speech session, particularly from Yu Jinxiao, Overseas Technical Director at Linewell. He asserted that the advancement of AI technologies critically transforms public services from mere functionalities into more intuitive and intelligent platforms. This transformation is evidenced by a notable reduction in form-filling times by 80-90%, promising a two to threefold increase in operational efficiency via Chat-to-Process interaction models.

Yang Xuqing, Technical Director of iSSTech, presented forward-looking projections concerning the establishment of “super-application portals” for urban governance based on AI hubs. He envisaged these applications facilitating flood management and expediting economic project cycles by significant margins. Such developments underscore a commitment to making civic processes as straightforward as chatting with a virtual assistant.

Currently, AI is reforming global public service frameworks and the conceptualization of smart cities, driving innovative approaches to governance. Huawei's dedication to nurturing robust digital technologies is evident as it collaborates with various partners to facilitate large-scale intelligence in public services, paving the way for informed governance.
