The Path of Hainan's Free Trade Port


As Hainan prepares for a historic milestone with the upcoming implementation of independent customs operations, the potential of the region is heightening in the eyes of the world. During an exclusive interview with Liu Xiaoming, the Governor of Hainan province, it was confirmed that preparations for a smooth transition are already underway to ensure the successful establishment of the Hainan Free Trade Port (FTP). This initiative is a pivotal component of Hainan's overall development strategy and has received backing from Chinese President Xi Jinping, underlining its importance in facilitating international trade.

Liu emphasized that the customs framework is designed following an open frontline model with controlled secondary lines, allowing free movement internally while maintaining necessary regulatory oversight. He assured that five core systems—policy, infrastructure, risk control, industrial growth, and organizational support—are being developed progressively to ensure this success.

Enhancing the Business Environment


Beyond customs operations, a primary focus remains on creating a favorable business environment that attracts global investments. Hainan is committed to developing a market-oriented, legal, and globally integrated business ecosystem viewed as a “golden ticket” for success. The province has intensified efforts to streamline government services, establishing a comprehensive platform that features smart regulation alignment, credit recovery, and regulatory support accessible equally to foreign firms registered in Hainan.

Concerns surrounding foreign investor experiences are addressed as Governor Liu highlighted improvements in internet access and seamless payment processing, both vital for enhancing day-to-day operations for international businesses and residents alike.

Strategic Sector Focus and Growth


The province has outlined a strategic growth model focusing on four key sectors: tourism, modern services, advanced technology, and tropical agriculture. The contribution of these sectors to Hainan's economy has risen markedly from 52.4% in 2018 to 67% in 2023. In tandem with these sectors, Hainan has adopted five strategic directions, which include agriculture, maritime operations, aerospace, ecological development, and digital economy.

Particularly notable is Hainan's commitment to maritime development. With oversight of approximately 2 million square kilometers of ocean, the province aims to fully harness oceanic resources for economic growth. The strong maritime economy, supported by nearly 1,000 enterprises and research institutions working on deep-sea technologies and maritime industries, is showing robust double-digit growth, adding more than a third to the provincial GDP. Future initiatives include developing seabed energy, high-end equipment manufacturing, marine aquaculture, biomedical marine technology, and maritime tourism.

Commitment to Ecological Sustainability


Hainan positions itself as China’s greenest area amid its economic expansion, maintaining a dual focus on sustainability. One of the exceptional initiatives is the Bo'ao demonstration zone, distinguished by achieving nearly zero carbon emissions through energy-efficient renovations and by adopting renewable energy sources. The Dongyu island, home to the annual Bo'ao Forum for Asia, has witnessed a remarkable 96.2% reduction in carbon emissions, marking it as China’s first regional demonstration area for almost zero carbon emissions.

With independent customs operations on the horizon, an improved business environment, strategic sector development, and robust commitments to ecological sustainability, Hainan is on track to become a global leader in trade, innovation, and sustainability.
