For over 30 years, Passmore has played a pivotal role at Simmons & Simmons, a prominent UK law firm with which TMI has established a long-standing cooperative relationship in the realm of foreign legal affairs. Notably, he served as the senior partner of Simmons & Simmons from 2011 to 2021, where his leadership contributed greatly to the firm's growth and prominence in the legal sector.

Currently serving as a special advisor at TMI, Passmore also leads the City of London Law Society as its president, overseeing 20 specialized committees that engage in discussions around legal reforms and regulatory matters in collaboration with the government, regulatory authorities, and corporate entities.
