Vallejo Fire Captain Wins $5 Million Settlement After Retaliation Case

Vallejo Fire Captain Melisse Leitzke Wins Landmark Settlement

In a groundbreaking case involving workplace discrimination and retaliation, former Fire Captain Melisse Leitzke has reached a $5 million settlement with the City of Vallejo. This legal battle, which has highlighted significant issues surrounding gender discrimination, ended in a resolution that both acknowledges the wrongful treatment Leitzke faced and reinforces the importance of protecting employees who speak out against injustice.

Captain Leitzke's journey began in January 2000 when she joined the Vallejo Fire Department as a Firefighter/Paramedic. Her dedication and hard work saw her rise through the ranks, culminating in her promotion to Fire Captain in 2016, making her one of only three female captains in the department's history. With aspirations of becoming the first female Battalion Chief, her career ambitions were tragically derailed.

The troubles began after Leitzke raised concerns about gender discrimination within the Vallejo Fire Department. In November 2022, she submitted an internal complaint alleging biased treatment by the Fire Chief based on her sex. Following this complaint, retaliatory actions began against her, including being placed on an extended administrative leave and facing a demotion related to unsubstantiated allegations of misconduct.

A Solano County jury ruled that the City of Vallejo's actions constituted illegal retaliation under California's Fair Employment and Housing Act (FEHA). The jury's decision, which came on July 31, 2026, marked a significant victory, confirming that Leitzke's treatment was both unfair and unlawful.

Shelley A. Molineaux from Ratner Molineaux, LLP, who represented Leitzke, spoke about the verdict's implications: "This verdict confirms what Melisse has known for years, that the City of Vallejo retaliated against her for speaking out about gender discrimination. We are pleased that the City ultimately agreed to resolve this case rather than put our client through further proceedings."

The settlement reached is intended to compensate Captain Leitzke for the hardships she endured and to promote a broader conversation around the importance of taking discrimination complaints seriously. Such cases are crucial in creating a workplace culture that values equity, accountability, and justice.

This situation not only sheds light on the struggles faced by women in male-dominated fields but also serves as a potent reminder to other employers. Organizations are urged to take allegations of discrimination seriously and ensure protective measures are in place to safeguard those who come forward.

In conclusion, the case of Melisse Leitzke exemplifies the ongoing fight for gender equality in the workplace and serves as a clarion call for change in how employment matters are handled. As society progresses, it is essential that all employees feel safe and supported in their roles, particularly when voicing concerns about discrimination or retaliation.

Through this settlement, Captain Leitzke not only seeks justice for herself but paves the way for future generations of women in firefighting and other industries to work in an environment free from discrimination.
