Introduction
The Tokyo Metropolitan Government has initiated the "Tokyo Bay eSG Project," designed to create a sustainable urban model in the Bay Area. This initiative focuses on leveraging cutting-edge technology on a massive reclaimed land area in Tokyo Bay, termed the "Giant Implementation Area." The project aims to lead the way in the implementation of technologies that contribute to sustainability.
In 2025, the government will open the recruitment of project operators for the next phase, starting from April. This time, the project will adopt a consortium approach, encouraging stakeholders to join forces in applying their innovations. Alongside the Central Breakwater Area, the initiative will also explore new use cases in the surrounding Bay Area.
Recruitment Overview
Themes for Proposals
The project invites proposals focusing on three pivotal areas:

Next-generation Mobility: Innovative transport solutions that support zero emissions.
2.
Advanced Renewable Energy: Implementation of cutting-edge renewable energy technologies.
3.
Environmental Improvement and Resource Circulation: Projects that aim to enhance the environment and promote sustainable resource use.
Moreover, submissions that combine multiple technological fields are encouraged, promoting interdisciplinary approaches to innovation.
Number of Expected Selections
Approximately three projects will be selected for implementation.
Eligible Applicants
Applicants should form a consortium comprising key stakeholders involved in the social implementation of the project. This includes:
- - Technology developers and businesses intending to utilize products and services, such as next-generation solar energy firms collaborating with electric vehicle (EV) manufacturers.
- - Consortia must incorporate at least one startup company established within the last ten years.
Implementation Areas
The project will be carried out in both the Central Breakwater Area and the adjacent Bay Area, with specific locations subject to adjustments.
Subsidy Period
Funding will be allocated from 2025 to the end of 2027.
Subsidy Amount
Each selected project can receive up to 80 million yen per fiscal year.
Schedule for Application
- - Intent to Apply: Submissions can be made from July 1 (Tuesday) to July 24 (Thursday) at noon.
- - Application Period: Official applications will be accepted from July 25 (Friday) to August 8 (Friday) at noon.
- - Document Review: Scheduled for late August.
- - Presentation Review: To be held on either September 3 (Wednesday) or September 4 (Thursday).
- - Results Announcement: Expected in late September.
- - Note: Pre-consultations will be available until July 24 (Thursday).
