Tackling the Guide Dog Shortage with Navi-Dog
In an ambitious effort to address the critical shortage of guide dogs in Japan, D.I.S.R (Digital Information Strategy Room) and Lighthouse have embarked on a groundbreaking project to develop an interactive robot guide dog called
Navi-Dog. This innovative product aims to provide a new mobility support option for the visually impaired by leveraging a four-legged robotic platform combined with advanced large language models (LLM).
Background of the Initiative
Currently, approximately 3,000 visually impaired individuals in Japan are hoping to obtain a guide dog. However, there is a significant gap between demand and supply, with only about 800 operational guide dogs available. The Japan Guide Dog Association has reported that for every four applicants, only one dog is being supplied. This gap has raised alarms as the number of prospective guide dog users continues to grow, while the supply remains stagnant due to several structural limitations, including the high cost and lengthy training process for guide dogs, which requires over two years and approximately 5 million yen. Understanding these challenges and the pressing need for supplementary mobility assistance is at the core of this initiative.

Navi-Dog. This project is still in its early stages, yet it promises to bring together collaborations with businesses, municipalities, and related organizations to ensure that the product can be effectively implemented in society.
Overview of Navi-Dog
Navi-Dog is envisioned to be an interactive mobility support robot that combines robust four-legged robotic capabilities with advanced language processing technology. The core features include:
- - Route Guidance: Provides users with direction to their intended destinations.
- - Obstacle Detection and Avoidance: Detects and helps navigate around obstacles in the environment.
- - Voice Interaction: Allows users to set destinations through natural language commands.
- - Signal and Sign Recognition: Identifies traffic signals and informational signs efficiently.
- - Detection of Pedestrians and Vehicles: Monitors surroundings to ensure user safety and awareness.
While primarily targeting visually impaired users,
Navi-Dog is also designed to assist people with low vision and the elderly, who may face challenges associated with declining eyesight.
Technical Features
At the heart of
Navi-Dog are two core technologies:

Co-Ego Navigation: This system integrates visual perspectives from both the robot and the user's viewpoint to identify dangers at various levels—from overhead signs to ground-level obstacles—ensuring a holistic understanding of the surroundings.
2.
Conversational LLM: This feature facilitates natural dialogue capabilities, enabling users to engage in meaningful conversations about their environment, such as asking, "How do I get around this corner?" or "Is it crowded here?" This two-way communication significantly enhances situational awareness and offers behavioral suggestions based on real-time feedback.
Future Developments
As of now, core functionalities like obstacle avoidance and route guidance have undergone successful testing. The project is advancing into a phase of practical verification, with plans for pilot programs involving partnerships with visually impaired groups and local governments slated for 2027. Long-term goals include covering approximately 10% of the guide dog supply gap in Japan by 2030 through the deployment of this innovative service.
