As Pakistan enters the monsoon season, accurate weather forecasting becomes increasingly vital to safeguard lives and livelihoods. In this context, the Chinese meteorological system MAZU is playing a pivotal role by utilizing artificial intelligence (AI) to detect early warning signs and expedite alerts related to extreme weather phenomena. Furrukh Bashir, head of the Research and Development Department at Pakistan's Meteorological Service, states, “With this platform, we can make more accurate predictions regarding floods, droughts, and other extreme weather events. We look forward to discovering more products that could benefit populations around the world.”

The deployment of MAZU in several countries exemplifies how AI can address global challenges. By employing open-source models, fostering technological cooperation, and engaging in international initiatives, China is striving to make AI more accessible and ensure its advantages are extended to a broader audience worldwide.

During the inauguration of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance held in Shanghai, Chinese President Xi Jinping emphasized the need for countries to adopt a human-centered approach and collaborate towards establishing a global governance system for fair and inclusive AI. “As a responsible major power, China has always been committed to providing international public goods related to AI,” declared Xi.

Making AI an Opportunity for Everyone through Openness



At this conference, Xi announced a series of measures designed to bolster the global development of AI. These include assisting 30 countries in utilizing the MAZU weather system, offering 5,000 AI training programs for developing nations over the next five years, and establishing international cooperation centers focusing on AI applications with various regional organizations.

China is also dedicated to open-source development, aiming to foster a more inclusive global growth environment in AI. Chinese models such as DeepSeek and Qwen by Alibaba have garnered worldwide attention due to their efficiency, affordability, and open accessibility, enabling developers and enterprises to adopt AI technologies at lower costs. Official data reveals that Chinese open-source AI models have recently surpassed ten billion total downloads globally.

For instance, in Africa, DeepSeek's open-source approach allows developers to freely download and modify AI systems, thereby enhancing local digital capabilities and fostering innovation across the continent. This approach has significantly reduced operational costs as well. With an entry cost of just $0.27 per million input tokens and $1.10 per million output tokens, DeepSeek has cut entry barriers by over 90% compared to some prevalent Western AI models, thereby enabling more African users and businesses to engage in digital transformation.

Promoting Global Cooperation to Bridge the AI Divide



As AI technologies develop at a rapid pace, the global AI divide continues to widen. The World Bank's 2025 report on digital progress and trends highlights significant gaps in AI systems and computing capacity between high-income nations and lower middle-income or low-income countries. Furthermore, global data center resources remain overwhelmingly concentrated in developed economies, with Africa contributing less than 1% of total global capacity.

To address these escalating disparities, Xi has called upon countries to assist developing nations in strengthening their AI capabilities, narrowing the digital divide, and creating an internationally accepted governance framework to ensure emerging technologies benefit all humanity. China has long advocated for a fair and inclusive global governance system for AI. This commitment was showcased in initiatives proposed over recent years aimed at promoting responsible AI development and contributing to bridging the digital divide.

China has also taken significant steps toward creating platforms for international cooperation. The establishment of the Center for Global Innovative Governance of AI and the Friends Group for International Cooperation on Capacity Building in AI aims to bring together various nations to facilitate dialogue, knowledge sharing, and capacity strengthening.

The signing of the agreement for the creation of the World AI Cooperation Organization in Shanghai marks a new milestone in enhancing global collaboration in this field, promoting safe, equitable, and beneficial development of artificial intelligence.

Through open-source models, AI training programs, and global governance initiatives, China strives to position AI as a collective driver of innovation and development, ensuring that the benefits of this transformative technology, previously reserved for a select few, are accessible to a wider array of nations and communities.
