As we approach the conclusion of China's 14th Five-Year Plan (FYP) (2021-2025), anticipation builds for the unveiling of the 15th FYP. Among the core messages emerging from this transitional period is the fact that continuous openness remains central to China's modernization agenda. This concept was reiterated by Xi during his tours of Hainan and Guangdong, where he laid out his vision for transforming these provinces into beacons of both reform and economic development.
Hainan: A Gateway for Global Opportunities
Hainan, which is positioned as a Free Trade Port (FTP), is fast becoming a cornerstone of China’s international trade strategy. The official launch of special customs operations across the island on December 18 signals a historical milestone in Hainan's contributions to both national and global economies. Xi hailed this development as a testament to China’s unwavering commitment to fostering an open economy.
The establishment of the FTP is projected to enhance both Hainan's economic growth and its role in an evolving global marketplace. Emphasizing the need for institutional reforms, Xi called for an internationally competitive business environment and heightened openness in talent acquisition systems. Since its establishment in 2018, Hainan has already successfully attracted over 70,000 skilled professionals and enacted more than 80 local laws to streamline the business milieu.
The diverse sectors in Hainan, including tourism, modern services, high technology, and tropical agriculture, have surged to account for nearly 70% of the province’s GDP. Additionally, recent improvements in logistics, such as the new Yangpu-Chancay shipping route, demonstrate Hainan’s strategic significance in enhancing global trade flows, especially making it easier for products like tilapia to reach markets faster and ensuring fresh Peruvian avocados are more accessible in China.
Guangdong: The Pioneer of Reform
In his first domestic inspection post-20th CPC Central Committee, President Xi emphasized Guangdong's pioneering spirit in terms of reform and opening up. As a vanguard province, Guangdong is expected to shape and influence the development outlined in the upcoming 15th FYP through its strategic initiatives in economic and social development.
Xi's directives for Guangdong included accelerating reforms to ensure high-quality growth and propelling the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The focus here is twofold—advancing technological innovations and constructing a competitive modern industrial framework. Guangdong's exceptional economic performance backs this ambition, with foreign trade reaching 9.11 trillion yuan (approximately $1.3 trillion) in 2024, representing a noteworthy 9.8% increase and contributing approximately 39% to China's overall trade growth.
The GBA’s allure to foreign investors is evident, as major corporations like BASF, Pfizer, and Tesla committed to nearly 2.26 trillion yuan in projects at the 2024 Global Investment Promotion Conference. The establishment of 24,000 new foreign-invested enterprises just between January and September of 2024 demonstrates Guangdong's thriving business ecosystem, with more than $600 billion in foreign capital flowing into the province.
